HomeMy WebLinkAbout11-502 NOVEMBER 22, 2011 11-502 RESOLUTION (CARRIED___7-0____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE LAND ACQUISITION/DONATION FOR PARK PURPOSES/RIVERWALK IMPROVEMENTS ALONG THE FOX RIVER FROM CITY CENTER ASSOCIATES LLC INITIATED BY: CITY CENTER ASSOCIATES LLC PLAN COMMISSION RECOMMENDATION: Approved WHEREAS, City Center Associates have generously offered to donate to the City the riverfront portion of the property known as City Center Office Complex at 201 Pearl Avenue for park purposes that will allow the City to construct a public riverwalk/ pedestrian trail and boat docks from Jackson Street easterly to the City Center Hotel property; and WHEREAS, the City of Oshkosh expresses its utmost gratitude and appreciation to City Center Associates for its generous donation. Scale: 1" = 200' Created by- D 11/8/11 OfHKOJ H ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Darryn Bunch Director of Planning Services DATE: November 17, 2011 RE: Approve Land Acquisition/Donation for Park Purposes/Riverwalk Improvements Along the Fox River from City Center Associates LLC (Plan Commission recommends approval) BACKGROUND In 2006 the City adopted the Fox River Corridor Riverwalk Plan that called for development of a looped riverwalk system along both banks of the Fox River that would also include docking facilities. Since adoption, the city has completed riverwalk segments in the Riverside Park and Marion Road zones along the north side of the Fox River leaving the 1300 foot area in between (City Center) as the only area on the north side of the river without riverwalk coverage. City staff has been working with the owners of City Center on development of the riverwalk and the owners have agreed to dedicate lands that will eventually allow the riverwalk and docks to be constructed. ANALYSIS Acceptance of the land donation will allow the City to continue with its efforts to develop the riverwalk system. As development in this area is already in close proximity to the river's edge, a significant portion of the riverwalk will be constructed as a boardwalk per the attached illustrations. The pedestrian access being provided until such time as the bridge is reconstructed and pedestrian underpasses can be installed similar to the Wisconsin Street bridge. Should the city accept this donation, the only area left to acquire would be around the City Center Hotel, which the city will continue to discuss with the owner of the property. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of this request at its November 15, 2011 meeting. Approved, City Manager ITEM: ACCEPT LAND DONATION (LAND ACQUISITION) FOR RIVERWALK DEVELOPMENT ALONG CITY CENTER PROPERTY (201 PEARL AVE) Plan Commission meeting of November 15, 2011 GENERAL INFORMATION Petitioner: City Administration Owner: City Center Associates Action(s) Requested: The action is related to development of the riverwalk system. Accept land donation/acquisition of an approximate 1,000 foot segment (.75 acres) of land along the City Center property and acceptance of a pedestrian access to connect the riverwalk with the Jackson Street sidewalk. Property Location and Type: The subject action takes place in the segment identified in the Fox River Corridor Riverwalk Plan and Design Guidelines as the City Center Area and Hotel Zone which contain former Park Plaza mall property (now City Center) and the City Center Hotel property (formerly Park Plaza Hotel). The area of acquisition is approximately .75 acres and is split between actual land area along the river frontage and land under the river to harbor line. Analysis: Acceptance of the land donation will allow the City to continue with its efforts to develop the riverwalk system. RECOMMENDATION Staff recommends approval of the land acquisition and acceptance of the pedestrian access as proposed. The Plan Commission approved of the land acquisition and pedestrian access as requested. The following is the Plan Commission's discussion on this item. Mr. Burich presented the item and explained that the proposal has been revised since the staff report was prepared and the temporary easement is being removed with this area becoming part of the land donation. He explained how this request relates to the development of the riverwalk and that the City has been working with the City Center owners on the matter. He reviewed the site and surrounding area and explained that this would provide the area to construct the riverwalk from Jackson Street up to the City Center Hotel which is still in the process of being negotiated. He also reviewed the site plan for the riverwalk as well as the conceptual plans. Mr. Bowen inquired about the existing steps in an area of the City Center and how it would be integrated into the riverwalk. Allen Davis, Director of Community Development, explained the concept of how this area will be adjusted to accommodate the concrete and boardwalk that will be constructed for the riverwalk. Mr. Thorns questioned if part of the area indicated to be acquired was located in the river. Mr. Davis responded affirmatively. Mr. Borsuk inquired about how the City plans to cross Jackson Street with the riverwalk. Mr. Davis replied that pedestrians would be able to cross Jackson Street near Becket's Restaurant and by the intersection of Jackson Street and Division Street until the bridge is reconstructed at which time there will be an underpass such as the walkway constructed under the Wisconsin Street bridge. Motion by Nollenberger to accept the land donation for riverwalk development along City Center property (201 Pearl Avenue) as requested. Seconded by Vajgrt. Motion carried 9-0.
