Rohloff, City Manager RE: Water Filtration Plant Hach Process Monitoring Equipment Replacement BACKGROUND The Water Filtration Plant uses process monitoring equipment throughout the plant to determine the effectiveness of the water treatment process and for meeting the regulatory requirements for safe drinking water. Recent improvements and technology upgrades have been made to the Hach Turbidity meters which make parts difficult to find for older models. These are the existing turbidity meters which are original to the Water Filtration Plant from 1999 and need to be replaced. This replacement is included in the 2011 Capital Improvements Program. ANALYSIS A review of the existing inventory of Hach Turbitity meters and related accessories was completed and a quote was provided for replacement of the old equipment and upgrade to meters when possible. We had originally anticipated replacing twelve meters but found that nine could provide the necessary process information and redundancy. This reduced the funds needed for this project. The quote includes eight replacement meters, one replacement head for an existing meter, two sensor assemblies as spares, and two pH sensor replacements. This quote also includes a warranty and service agreement for the new equipment. We have standardized on Hach equipment because of the availability of parts, service, and ease of maintenance. This allows us to get the maximum use and reliability from this equipment. FISCAL IMPACT Funding for this equipment is included in the Major Equipment Replacement Section of the 2011 Capital Improvements Program (Water Utility Funds). The quote for this equipment is $39,674.25 with $70,000.00 budgeted for this project. RECOMMENDATIONS Section 12-10-(D)(1) of the Municipal Code, which allows for the waiver of bids when services, materials, or equipment are available from one source of supply or when standardization or compatibility are the overriding concerns, provides that purchases may be approved by the City Manager without the use of formal sealed quotes. Rohloff, City Manager /7 RE: Award of Engineering Services Agreement— Storm Sewer System Modeling in Association with the Capital Improvements Program/AECOM Technical Services. (AECOM) The Department of Public Works requested a proposal from AECOM to conduct storm sewer system modeling in association with the Capital Improvements Program (CIP). This storm sewer modeling will assist the Department of Public Works in preparing a CIP recommendation, preparing cost estimates for the recommended CIP, and preparing construction plans for the CIP. AECOM was chosen due to their history and experience in storm sewer system modeling for the City of Oshkosh. With the recently completed City Wide Storm Water Quality Management Plan, AECOM already has the basic model structure created for the watersheds that are to be analyzed with this project. The cost of these design services is estimated not to exceed $87,700. Funding for these services is available in the Storm Water Utility. Section 12-10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. Rohloff, City Manager --�� RE: Addendum 1 for Engineering Services Agreement— Otter Avenue Lot, Design and Construction Services/Gremmer&Associates The City initiated a contract earlier this year with Gremmer & Associates to provide design and construction-related services for the reconstruction of the Otter Avenue parking lot. It is necessary to extend the scope of services due to issues encountered during construction, including abandonment of an underground fuel tank, an increased need for on-site inspection and monitoring, additional coordination with utilities and meetings with adjacent property owners. The proposed fee for the change order is $13,159, bringing the total value of their contract to $35,571. This is less than the $67,000 cost estimate for these services included in the approved 2011 Capital Improvement Program. Section 12-10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes.
