HomeMy WebLinkAboutMinutes MINUTES SUSTAINABILITY ADVISORY BOARD October 3, 2011 Present: Steve Barney, Kim Biedermann, Michelle Bogden Muetzel, Bob Breest, Justin Mitchell Excused: Margy Davey, Bob Poeschl, Jan Scalpone, Allan Siman Staff: Robin Leslie, Principal Planner and Ray Maurer, Parks Director CALL TO ORDER The meeting was called to order at 4:00 p.m. by Chair Justin Mitchell. PUBLIC COMMENT None APPROVE MINUTES Motion by Kim Biedermann and second by Bob Breest to approve the minutes from the last meeting. Motion carried 5-0. ENVIRONMENTALLY RESPONSIBLE PURCHASING POLICY Robin Leslie stated that all SAB comments were forwarded to Jon Urben and addressed in the table enclosed in the Board packets. Comments that were changed in the policy were highlighted in the draft also enclosed in your packets. Justin Mitchell stated the policy is not perfect but going from having no plan to this is a great step forward. Also, going forward, additional recommendations can be made. Steve Barney stated he was disappointed in the policy because it is not looking at future effects. Motion by Justin Mitchell and second by Michelle Bogden Muetzel to recommend approval of the Environmentally Responsible Purchasing Policy to the Common Council. Motion carried 5-0. COMPREHENSIVE OUTDOOR RECREATION PLAN Parks Director Ray Maurer provided the Board an update on the recently completed Comprehensive Outdoor Recreation Plan. He stated the last plan was completed in 2003 and that they try to update the plan at least every 5 years. Because of staff turnover, this latest update took longer but was his number one th priority. He also stated this Plan was approved by the Parks Board on September 12 and will go to the Plan th Commission on October 18. In addition, he stated the Plan will be reviewed by the Council in late October or early November. The Board discussed the plan and Mr. Maurer addressed the Board’s questions. Justin Mitchell stated he would like to see language in the Plan about water quality and regular beach testing so that it is not forgotten in the future. SHORELAND RESTORATION PROPOSAL st Justin Mitchell stated the Millers Bay Shoreland Restoration Project started on October 1 where several thousand square feet of area was prepared for seed, small planting and mulch. He also stated there were 55 volunteers in attendance with representatives from FFA, UWO, Wild Ones, and Winnebago Audubon along with neighbors, master gardeners, council members and Bill Sturm from the City of Oshkosh Forestry Division. In addition, he stated the second phase of the project will be completed in the spring with the installation of additional plantings at the shoreline and another area that will receive seeding. Parks Director Ray Maurer commended Justin Mitchell and the volunteers for the project citing the raising of the funds and manpower and addressing the concerns of the neighborhood. He thanked the group for the work. Justin Mitchell stated he will post photos of the event online. BIKE/PED PLAN th. Bob Breest stated the Plan was approved by the Common Council on September 27 SUSTAINABILITY PLAN Robin Leslie gave an update on the Plan’s progress. She stated she would be scheduling a planning meeting for an open house to solicit additional comments from the public and that she would be sending the Plan to other advisory boards for comments/recommendations. Once all comments are received, they will be forwarded to the Steering Committee for a vote on any recommended changes. Once that is done, the Plan will then go to the Plan Commission for a recommendation and then onto Council for approval. VISION OSHKOSH HEALTH RESOLUTION There was nothing to report on this topic. GHG INVENTORY/RESOLUTION There was nothing to report on the resolution but Steve Barney mentioned Planning Services Intern Elizabeth Schultz has been assigned to help with the inventory for a few hours each week. BUY LOCAL INITIATIVE There was nothing to report on this topic. TERRACE TREES There was nothing to report on this topic. PAH CONTENT OF URBAN RUNOFF There was nothing to report on this topic. TH NEXT MEETING MONDAY, NOVEMBER 7 Chair Mitchell reminded the Board the next meeting is Monday, November 7th at 4:00 pm. ADJOURN Motion by Kim Biedermann and second by Bob Breest to adjourn the meeting. Motion carried 5-0. Meeting adjourned at 5:00 pm.
