PURPOSE: APPROVE RECOMMENDATIONS FOR STORMWATER
MANAGEMENT IN THE LIBBEY AVENUE AND NICOLET AVENUE
DRAINAGE BASINS
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has recently experienced severe flooding during
rain events in 2004 and 2008; and
WHEREAS, the Wisconsin Department of Natural Resources (DNR) has been
mandated by the Federal Environmental Protection Agency (EPA) to administer the
requirements of the Clean Water Act in the State of Wisconsin; and
WHEREAS, the DNR has mandated that municipalities reduce the amount of
pollution in the storm water being discharged to the waters of the State of Wisconsin; and
WHEREAS, the City entered into contracts with AECOM for the exploration of
various alternatives for storm water management in the Libbey Avenue and Nicolet
Avenue Drainage Basins; and
WHEREAS, these plans were presented to the Council on October 11, 2011; and
WHEREAS, the Common Council approved acquisition of land near North High
School in September, 2009, and a conditional use permit to construct a wet detention
basin near North High School in April of 2010 and the Basin was constructed in 2010; and
WHEREAS, additional storm water management for flood control and pollution
control are needed in the Libbey Avenue and Nicolet Avenue Drainage Basins.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the staff is hereby authorized and directed to implement recommendations
for the Libbey Avenue Drainage Basin and Nicolet Avenue Drainage Basin including
related drainage system improvements as follows:
Wet Detention Basin west of Main Street between Packer Avenue and
Libbey Avenue.
Flood relief channel between Jackson Street and Main Street north of
Bacon Avenue.

RE: Approve Recommendations for Stormwater Management in the Libbey Avenue and
Nicolet Avenue Drainage Basins
BACKGROUND
The Department of Public Works hired AECOM to perform a stormwater management study for the
Libbey Avenue and Nicolet Avenue drainage basins. The report consisted of several options to provide
stormwater management including flood control and pollution control. The Department of Public Works
is seeking approval to implement option 12A. Included with this option are the previously approved and
constructed North High Area Wet Detention Basin, a wet detention basin west of Main Street between
Packer Avenue and Libbey Avenue, a flood relief channel from Jackson Street to Main Street north of
Bacon Avenue and various other storm sewer improvements.
ANALYSIS
The implementation of the improvements mentioned above will help lessen the flooding experienced by
some property owners in the Libbey Avenue and Nicolet Avenue Drainage Basins. The benefit of each
improvement will vary based on final design. The improvements mentioned above were analyzed on a
conceptual basis in the report that was discussed with Council on October 11, 2011. The wet detention
basins will provide pollution control in addition to flood control.
FISCAL IMPACT
These detention basins and storm sewer improvements will be budgeted in future years Capital
Improvement Program Budgets. Funding will be required for land acquisition and construction of the
proposed basins. Storm sewer installations will be coordinated as part of street reconstruction projects.
RECOMMENDATIONS
I recommend approval of the recommendation to construct a wet detention basin west of Main Street
between Packer Avenue and Libbey Avenue, a flood relief channel from Jackson Street to Main Street
north of Bacon Avenue, and various storm sewer upgrades as part of future street reconstruction projects.
