PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 11-28 TO
AUGUST WINTER & SONS, INC. FOR THE WATER FILTRATION
PLANT CHLORINE & AMMONIA FEED EQUIPMENT
REPLACEMENT PROJECT ($41,500.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Water
Filtration Plant Chlorine & Ammonia Feed Equipment Replacement Project
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $41,500.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid for Water Filtration Plant Chlorine and Ammonia Chemical Feed System
Treated Water Disinfection Equipment Installation—Contract No. 11-28
BACKGROUND
This project is for the replacement of chlorine and ammonia chemical feed system for disinfection of
treated water at the Water Filtration Plant. This is the first phase of a chemical feed system upgrade for
the plant that is included in the 2011 CIP. The second phase will include the chlorine and ammonia
chemical feed system for the intake water, and the alum feed system part of the water treatment process.
The second phase of the project is currently being designed. The current systems have had reliability
issues and it is difficult to get parts and service due to manufacturer ownership changes and age of the
systems. The equipment for the first phase of this project was procured through a direct purchase with
this information reported to the City Council in September of 2010. This equipment is manufactured by
the same company that supplied similar equipment that is used at the Wastewater Treatment Plant. This
will allow us to standardize on parts and service by using the same equipment and vendor at both
locations. It is anticipated that this standardization will reduce overall operating costs for these systems.
ANALYSIS
Bids were opened on October 18, 2011 with two contractors bidding on the project. The low bid was
received from August Winter and Sons, Inc., Appleton, WI for a total of $41,500.00. CH2MHill Inc., our
engineering consultant on the project, has reviewed the bid and contractor documentation. Based on this
information and their previous experience in working with this contractor, they have found them to be
responsible.
FISCAL IMPACT
This project is included in the 2011 Capital Improvements Program under the Major Equipment
Replacement Section (Water Utility Fund). The budgeted amount for the completion of both phases of the
chemical feed replacement projects is $679,000 for equipment and installation and $95,000 for
engineering services.
RECOMMENDATIONS
I recommend award to the low bidder August Winter and Sons, Inc. in the amount of$41,500.00.
