The Fox River is a wonderful resource for the City of Oshkosh. The Fox River provides recreational opportunities and natural beauty. Many people come to Oshkosh for water related recreation and it is important that the riverbanks look their best. N. Main Street Beautification. Steps already taken to enhance North Main Street downtown are a real strength and example for other gateway areas in the City. Decorative lighting, flowers. and building facade improvements are all positive improvements made to the downtown area. Parks Along Gateways. Parks enhance gateway streets in the City of Oshkosh. South Park, Mary Jewell, and Rainbow Park are all located along gateway streets and enhance the image of the City. New Park Signage. New park signage is attractive and useful along gateways. §� pU 5EP u EFL' , 3 L . Highway 41 Exits. There are five exits from Highway 41 making access to Oshkosh easy for people traveling by automobile. Destinations. There are many attractions and destinations that bring visitors to the area. Schools, businesses, conventions,parks, museums, festivals, and concerts draw people to the City. A list of destinations is included in the appendix. Algoma Boulevard. The trees along Algoma Boulevard near Riverside Cemetery provide a good example of the benefits of street tree planting and shows the positive affect of trees along gateways. Way-finding Signs. An effort was made about 15 years ago to help visitors find destinations through the use of uniform signage. 3 Weaknesses Above Ground Utilities. Above ground utilities form a web of unattractive wire above some of the gateways in the City. Highway 41 is where first impressions about Oshkosh are often made by travelers coming to or passing through Oshkosh. This area is less than attractive due to the fact that the back sides of buildings and parking lots line the area adjacent to Highway 41. The Highway 41 Corridor Overlay will prevent additional situations such as those pictured. Increased maintenance and uniformity of design would improve the appearance of entrance signage to the City. In some areas signage is cluttered,hard to read and obstructed. Sign poles and brackets are not uniform and in some cases in poor condition. Not all signs are at a uniform height and location. Too many signs are located along gateways, cluttering the streets. Lack of property maintenance has a negative visual impact on gateway streets. Increased property maintenance efforts can enhance the appearance of gateways. The City needs to address all signage currently in need of repair. Signs need to be looked at systematically along gateways and repaired or replaced. Trees or shrubs obscuring signs ought to be trimmed back. Publicize this Report to Encourage Involvement of Civic Organizations,Businesses,and Private Individuals to Beautify Gateways. This report needs be publicized and presented to civic and neighborhood organizations to promote action by parties to beautify gateways. Coverage on both Community Access Television and the Oshkosh Northwestern would be helpful in this effort. Develop Neighborhood Incentives to Improve Appearance of Gateways. Each gateway could be an attractive corridor with its own character. The City should encourage and give technical support to neighborhood groups to install and maintain corner and mid-block planters, make terrace improvements, and make front lawn and facade improvements. Different programs could be established for different types of neighborhoods. A "Pride in Neighborhoods Program" or "Neighborhood Improvement Program" could be established in residential neighborhoods and a"Pride in Business Area Program" could be established in commercial areas. Develop Standards/Recommendations for Use of Flowers and Alternative Beautification Standards. Staff along with other interested parties may want to consider creating a guide containing standards and recommendation for the use of flowers and other site improvement efforts. Public Service and the Public Works Department could have a section in the guide reminding people about above ground and below ground utility considerations when planting trees or flowers. It is important that efforts taken by the private sector are uniform and successful and a guide can help achieve that. Increase Code Enforcement Activities. Enforcement efforts need to address signage,weeds, and the exterior appearance of buildings. The City also needs to systematically identify vacant buildings along gateways for code enforcement. Develop Standards for Welcome Sign Design. Welcome signs should be uniform and appropriately located on the seven gateways. In addition to welcome signs,the City should consider additional signs on Highway 41 north and south bound. As the City expands the City should consider Highway 44,Highway 21, 20th.Avenue(County Trunk K), 9th Avenue,Witzel Avenue (County Trunk E),Highway 45,Highway 110, and Oregon Street(County Trunk I) for smaller scale welcome signs near the City limits. It is suggested the City eliminate clutter from welcome signs by eliminating service club signs. A separate location could be designated for these signs. 11 As a starting point,the City could initiate contact with Department of Transportation regarding agreement to install welcome sign near Highway 41 on State Highway 44 median and at other locations. Work With Department of Transportation on Design Elements of Highway 110 Project. The Highway 110 project presents an opportunity to implement strategies suggested in this report. The City may benefit from working with the Department of Transportation to address lighting,signage,and beautification efforts in conjunction with planned reconstruction of Highway 110. Seasonal Decorations. Banners on lamp posts are attractive decoration and an asset to the City. These must be maintained and changed to fit the occasion or season in timely manner. American flags should be displayed for Memorial Day,4th of July and Veterans Day. The flags are donated by various veteran organizations,along with money for the replacement and purchase of additional flag holders. Consideration should be given to the possibility of displaying world flags during the EAA convention. Holiday decorations are in need of improvement. The City, along with civic organizations, businesses, and private individuals needs to work toward uniform,well lit, attractive, and eye catching holiday decorations. The City should petition the Department of Transportation for Downtown Exit Signs off of Highway 41. Currently there are no exit signs on Highway 41 to direct travelers downtown. Along with downtown exit signs,way-finding signage is needed along planned routes that pass as many businesses as possible. Gateways would benefit from a plan to underground utilities that could be incorporated into all significant street reconstruction and redevelopment projects. The committee recommends replacing cobra-head streetlights with historic and decorative lighting. Lighting in residential areas would be better if it were hooded or by using the davit arm or shoebox style light. Lighting, landscaping and appropriate signage would significantly enhance the appearance of bridges both from the water and the shore. Shoreline appearance can be improved through planting/beautification incentives for industrial properties along the Fox River. The City may want to work with the railroad to encourage cosmetic improvements on the remaining railroad bridge. - � x t f Highway 41 Improvements. The City needs to concentrate efforts on the space between the frontage roads and Highway 41. Attractive fencing(avoid poured concrete)is needed and plantings need to be maintained. These efforts will need to be done in conjunction with the Department of Transportation. • Tree planting should be undertaken in the areas of interchanges and overpasses. • Overpasses should be constructed with decorative stone or brick. • Decorative fence should be used in lieu of chain link fence on overpasses. • Freeway should be lit,possibly in conjunction with frontage road lighting. Official Mapping. It is necessary to reserve sufficient right of way in developing areas to provide for appropriate gateways in the future. 18 City Maintenance Signage. Signage is important in the appearance of gateways. There are a large number of signs along gateway streets in the City of Oshkosh. Good signage can make destinations easy to find for visitors and has the potential of creating uniformity along gateway streets. In addition to the normal maintenance recommendations listed under short term goals,the City may want to concentrate on uniform placement of signs, sign heights, sign poles, and sign brackets. Using signage with international symbols would accommodate all visitors to Oshkosh. Continually trimming trees and shrubs would prevent signs from being obscured. Blocks and intersections should be evaluated when installing new signs to minimize the number of signposts and to avoid obscuring existing signs. Coordination is needed to consolidate existing signs onto new signposts even when signs belong to other constituencies.Many areas of the City have multiple parking and no parking signs on the same post pointing in opposite directions. Consolidating no parking signs would improve the appearance of gateways. City Property. Property owned by the City needs to be well maintained, including redevelopment property. When feasible,windows that are boarded should be boarded up from the inside. Maintenance of Fire Hydrants. Fire hydrants need to be well maintained and the paint kept in good condition. A theme could be developed for painting hydrants that will add color. The City may want explore an"Adopt a Hydrant" program to encourage property owners and organizations to help maintain and paint hydrants. Establish City Resident E-Mail/Phone Hot-Line. A resident e-mail/phone hot line should be established and publicized to encourage residents to report maintenance/repair items to the City. E-mails and phone calls would go to one individual who would be responsible for channeling the information to the proper City department for action. The hot lines would have a simple fill-in form indicating location and sender of message. Automatic return e-mail acknowledgement would be included showing that the report was received. Mission Statement/Commitment related to Maintenance. The City may benefit from developing a mission statement stating a commitment to maintenance. The mission statement would set specific goals as to time to address various issues mentioned above.
