E N G I N E E R S 910 West Wingra Drive Task Order No. 11-02 Madison,WI 53715 City of Oshkosh, Wisconsin(OWNER) Phone:608-251-4843 and Strand Associates, Inc.®(ENGINEER) Fax: 608"251-8655 Pursuant to Technical Services Agreement dated June 1, 2009 Office Locations Madison,WI Project Information Joliet, IL Louisville, KY Lexington,KY Project Name: Consolidated Treatment Plant and Pumping Station Improvement Projects 2011 Mobile,AL City of Oshkosh Contract 11-18 Columbus,IN Columbus,OH Indianapolis, IN Project Description: This project includes replacing a central channel gate between the aerated grit Milwaukee,WI chambers with stop logs; installation of isolation gates on four primary clarifier effluent channels; Cincinnati,OH Phoenix,AZ repair of miscellaneous abovegrade primary clarifier concrete; replacement of submerged inlet baffles on all four secondary rim flow clarifiers; and installation of a natural gas fueled engine generator and replacement control panel at the Sawyer Creek Lift Station. www.strand.com Services Description: Services include design engineering, bidding-related, and construction-related services. Scope of Services ENGINEER will provide the following services to OWNER: 1. Attend project kickoff meeting and monthly design review meetings at OWNER's wastewater treatment facility. 2. Request available information for the Project facilities and equipment to be replaced. 3. Prepare preliminary design drawings and specifications for OWNER's review and comment at 50 percent and 90 percent project completion points. Assist OWNER with interdepartmental reviews of project. 4. Prepare an opinion of probable construction cost at 90 percent project completion. 5. Inform the Wisconsin Department of Natural Resources that this is an equipment replacement project. 6. Distribute bidding documents to contractors using Quest CDN eBidDocTM. Issue required addenda during bidding period. 7. Prepare bid tabulation and bid review letter for OWNER's use in awarding the construction contract. 8. Review shop drawings and manufacturer's operations and maintenance manuals for materials and equipment provided on the Project. Equipment warranties will be collected and given to OWNER. 9. Review contractor's schedule of values for sufficient detail to review monthly requests for progress payment. The monthly requests for progress payment will also be reviewed. 10. Review contractor's request for information and prepare required change orders. SELCity of Oshkosh Task Order No. 11-02 STRAND' Page 2 E N G I N E E R S ASSOCIATES, INC. May 3, 2011 11. Attend preconstruction meeting and monthly construction progress meetings. Meeting notes will be prepared and distributed to those attending the meetings. 12. Visit construction sites monthly as required during construction to determine that the contractor's work is in general agreement with the contract documents. OWNER will provide the Resident Project Representative for daily contact with the contractor. 13. Prepare a list of items to be completed or corrected at substantial completion and communicate with OWNER to update and monitor contractor's final completion of the project. 14. Complete a final review of the Project with OWNER's representative prior to recommending final payment to contractor. 15. Prepare record drawings based on drawings provided to ENGINEER from OWNER and maintained by contractor during construction. Compensation OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus expenses an estimated fee of$130,000. Schedule Services will begin upon execution of this Task Order, which is anticipated on May 20, 2011. Services are scheduled for completion on July 31, 2012.
