Streets in Oshkosh, Wisconsin

Dear Steve,
AECOM Technical Services, Inc. (AECOM) is pleased to submit this proposal to provide
environmental management services in preparation of and during the utility re- construction of the
various streets in the 2011 Capital Improvement Projects. The contracts include: 11 -09 - Water
Main Relay W. 9 Avenue; 11 -04 - Paving and Utilities Central; 11 -05 - Paving and Utilities South;
11 -07 - Paving and Utilities, North; 11 -08 - Hughes Street Glatz Creek Culvert Replacement; and
various other street projects.
Based upon known historical information regarding properties located along these streets and the
observations and laboratory analytical results of soil samples collected from borings performed in
these areas, there is the potential for petroleum impacted soils to be present within the construction
limits. This proposal provides a preliminary scope of work, schedule and budget to perform the
work that may be required for the planning and approvals for the management of the impacted soil,
field monitoring and documentation of the soil removal during construction. If petroleum impacts
are not encountered during the subsurface exploration or during construction AECOM will not
charge any costs to the related contracts. Each contract costs will be tracked separately.
Scope of Work
The proposed scope of work includes:
• Obtaining the necessary approvals for the off-site disposal of the impacted soil at Waste
Management's Valley Trail Recycling and Disposal Facility in Berlin, Wisconsin;
• Preparing a soil management plan; and
This document includes proprietary data that shall not be duplicated, used or disclosed outside City of Oshkosh for any purpose other than to
evaluate this document. This restriction does not limit City of Oshkosh's right to use information contained in this document if it is obtained from
another source without restriction.

Services the Osceola Street Reconstruction
• Monitoring and documenting the soil removal activities during construction.
The services to be provided for the proposed scope of work are presented below.
Soil Management Plan
In conjunction with obtaining the necessary approvals for off-site treatment and disposal, AECOM
will prepare a soil management plan for the removal activities that will take place during the
construction activities. The soil management plan will include the disposal facility for the impacted
soils and a general description of the potentially impacted areas. Each contract will have an
individual plan prepared, if required.
Field Monitoring and Documentation
AECOM will be present during the construction work to monitor the soil removal activities that will
occur when impacted soils are encountered. Soils excavated during construction activities will be
field screened using a PID, and will also be observed for obvious signs of impact (odors, staining,
sheen and /or product). Soils exhibiting signs of obvious impact will be managed as impacted soil
for off -site treatment and disposal, in accordance with the soil management plan. AECOM will
document the PID readings, and the soil locations and volumes removed during construction
activities. AECOM will prepare a letter report that will include the field Togs for the documentation of
the field activities. Each contract will have field documentation and summary report, if required.
Project Management
Project management will include project coordination and scheduling project activities, budget
tracking and monthly accounting activities, and communication with the City of Oshkosh,
construction contractors, off -site treatment and disposal facility and regulatory agencies, as needed.
In addition, in order to expedite the processing of the landfill profile acceptance applications and soil
removal activities, AECOM can sign the waste profile application and transportation manifests on
behalf of (acting as an agent for) the City of Oshkosh for this project with the City of Oshkosh's
authorization. By authorizing this proposal, the City of Oshkosh will also be authorizing Paul F.
Timm of AECOM to act as the authorized agent for the City of Oshkosh for completion of the waste
profile and Service Agreement for the 2011 CIPs Contract Re- Construction activities. In addition,
the City of Oshkosh will authorize Paul F. Timm and his designees of AECOM to act as the
authorized agent for the City of Oshkosh for completion of the transportation manifests, as needed,
for the disposal of the petroleum contaminated soil under this contract.
Assumptions
AECOM's scope of work and cost estimate for each contract is based on the following assumptions:
• Two 40 -hour work weeks per contract were assumed to field monitor and document the
impacted soil removal during construction activities. If additional days are needed, based
upon the impacted soil limits evaluation and coordination with the construction
contractor's schedule, a contract amendment will be prepared for the additional costs.
• Level D or modified level D Health and Safety conditions will be sufficient to complete the
scope of work.

Services the Osceola Street Reconstruction
• The City of Oshkosh and their subcontractors(s) is /are responsible for locating
underground utilities and gaining any access to any properties during the utility
construction activities.
• AECOM will track each contracts actual cost separately to allow the City to bill the proper
account.
Budget and Schedule
Based upon the above scope of work for each contract, the estimated costs to provide the
environmental management services for 2011 CIP Contracts utility re- construction is $75,000.
AECOM can begin preparing the soil management plans and waste profile acceptance forms
immediately upon receipt of authorization. Based on our current understanding of impacted soil
encountered during the ongoing subsurface exploration we will start this scope of work on Contract
11 -04 immediately.
The services described in this proposal will be provided on a time and materials basis. AECOM will
not exceed the above estimate without your authorization and approval. The services provided will
be performed in accordance with the terms and conditions of the 2009 City of Oshkosh Negotiated
General Conditions of Service, which are expressly incorporated into, and are an integral part of,
our contract for professional services. The estimated fees and costs are based on 2009 actual
costs for similar projects' scope of work.
To initiate this work, please sign the attached Authorization to Proceed and fax or mail a copy to the
AECOM Oshkosh, Wisconsin office. Our understanding is that the City of Oshkosh will also issue a
purchase order (P.O.) for all approved tasks. Please reference the AECOM proposal number,
OPP- 83016, in the P.0 that is forwarded to the AECOM Oshkosh, WI Office. We are looking
