HomeMy WebLinkAboutMcMahon Sanitary Sewer Collection System 2011 MCMAHON AGREEMENT IMEMIZ® APCHITECTS RECEIVED For Professional Services Mr. Steven Gohde, P.E. Date: April 26, 2011 Assistant Director of Public Works 'APR 2 7 2.011 City of Oshkosh 215 Church Avenue DEPT. OF PO Box 1130 OSHKOSh , Oshkosh, WI 54903 -1130 McM. No. M0032- 910002 STATEMENT OF UNDERSTANDING: The City of Oshkosh has experienced major flooding over the past several years as a result of inadequacies in the sanitary sewer collection system. In recent storm events, several basement backups occurred along with street flooding. The City sanitary sewer collection system comprises the following: • 240 miles of gravity sanitary sewer main. • 17 sanitary lift stations. • 8 major sanitary lift stations (included in 17 total stations). • 5 outlying sanitary districts providing flow into the City system. In order to address this problem, the City has budgeted $975,000 in 2011 for services to continue the process of determining problems within the sanitary sewer system and continue with repairs to the system. The City intends to utilize these funds in both the engineering and construction areas. A preliminary cost allocation includes flow monitoring, manhole observations, sewer televising, and a manhole rehabilitation program. Based on the results of the 2009 and 2010 flow monitoring programs, the worst area for wet weather flow increases continues to be in the Broad lift station basin. The 2010 flow monitoring program has allowed us to determine the worst areas within the basin. This worst area is generally defined as the east portion of the basin north of Washington Avenue. In order to further isolate the problem areas, we recommend continuing to flow monitor within the Broad lift station basin. Flow monitoring locations will be chosen to break this basin down into smaller sub - basins. Depending upon the information gathered at these locations, it may be appropriate to continue flow monitoring further upstream or eliminate certain areas from further flow monitoring. This will allow us to concentrate in the northeast area of the City system at this time. McMAHON will take this information along with City lift station flow information during the same time period to determine where additional flow monitoring would be recommended. If an area shows large spikes in flow during wet weather, we can move the flow monitors upstream in order to further isolate problem areas. In addition, we may be able to isolate the areas enough to start televising sewers to determine the worst areas. With this information in place, a program can be developed to perform both engineering study and construction. We have prepared our allocation to provide a substantial amount of funding to construction in order to show residents the City is committed to reducing the I/I amounts in the system. The overall concept of this effort is to provide continuing construction effort in 2011 while continuing with a sanitary sewer system survey. It will take the majority of 2011 to determine if any sanitary sewer main and lateral rehabilitation work is recommended in the study area. Therefore, the rehabilitation effort for 2011 is limited to manhole repair and reconstruction. In succeeding years, it is anticipated the I/I reduction program will also include sanitary sewer main and lateral repairs and /or replacement. - Page 1 SCOPE OF SERVICES: McMAHON agrees to provide the following Scope Of Services for this project: Flow Monitoring (estimated at 5 locations for 12 weeks) • Coordinate and perform flow monitoring at critical manholes.
