Scope of Work and Budget for Amendment #3
Libbey / Nicolet Basin Hydrologic and Hydraulic Analysis
• August 15, 2011
ADDITIONAL SCOPE
Under Amendment #2 to the project, Alternatives 9, 10, and 11 were evaluated for flood
control and pollution control effectiveness. Based on this effort, the City decided that
Alternative 10 and a new approach (Alternative 12) may be the best approach to manage
stormwater in the project area. It was also decided that larger storm events would be modeled
to evaluate flood control performance of Alternatives 10 and 12. Amendment #3 describes the
scope and budget necessary to conduct this additional work.
Additional model runs and alternatives will be conducted for further analysis of stormwater
management project area. The analysis will build upon existing XP SWMM model for the
flood management analysis. The rain events to be analyzed under this amendment are
described in the table below.
Rain Event to Model in XP SWMM
Alternative
10 yr 25 yr 100 yr
Alternative 10 X X
Alternative 12 X X X
Alternative 10a X X X
Alternative 12 a X X X
Description of Alternatives:
Alternative 10: Detention basin located NW of E. Packer and N. Main
Detention basin located W of N. Main between E. Packer and Libbey Ave.
Detention basin located N. of Bacon Ave between Jackson and N. Main
Alternative 10a: Same as 10 with addition of box culvert system on Jackson St.
Alternative 12: Detention basin located W of N. Main between E. Packer and Libbey Ave.
Detention basin located N. of Bacon Ave between Jackson and N. Main
Alternative 12a: Same as 12 with addition of box culvert system on Jackson St.
Work items under this amendment include
1) Develop a conceptual layout for each of the new detention basins to be considered.
2) Run the XP SWMM model (10 -yr, 25 -yr & 100 -yr storm events) as indicated in table above
3) Evaluate each management scenario described above based on the reduction in flooding.
4) Prepare a planning -level cost estimate for each of the management scenario.
5) Evaluate the water quality benefits of each proposed wet detention basin. The analysis
will incorporate the results of the North High School Area Wet Detention Basin. The water
quality benefits will be evaluated using WinSLAMM, WinDetpond, and data available from
the Citywide Stormwater Management Plan.
