OF 'vtsi_ i.S OSHKOSH, 'V i I'.J Mr. David Patek Director of Public Works City of Oshkosh 215 Church Avenue Oshkosh, Wisconsin 54901 RE: Timmerman Landfill Project Budget Amendment Request -2011 Dear Mr. Patek, Background AECOM has been assisting the City of Oshkosh with environmental services related to Timmerman Landfill groundwater issues. These services have included groundwater and methane monitoring, landfill cap thickness verification, laboratory testing, data review, and closure planning. In response to the Wisconsin Department of Natural Resources (WDNR) Notice of Violation dated August 2, 2006, AECOM completed a Site Assessment Report (SAR) in compliance with NR 700 and subsequently installed three additional groundwater monitoring wells. In 2008 and early 2009 AECOM completed the closure of the site under the WDNR Remediation and Redevelopment (RR) program and the site was transferred to the WDNR Solid Waste Program. In 2010 a landfill gas (LFG) exploration was completed. Based on results of the investigation AECOM recommends the installation of four additional LFG monitoring wells. This budget amendment request is for anticipated services required for the remainder of 2011 Proposed Scope of Work This budget amendment request includes 2 rounds of groundwater monitoring, subcontract analytical laboratory services and project reporting obligations through the calendar year 2011. In addition, landfill gas will be monitored and reported with WDNR. This report and further negotiations with Solid Waste Program staff may allow for reduced groundwater /gas monitoring and reporting requirements Budget The following summarizes proposed tasks and associated estimated costs: Task Budget 1. Groundwater /LFG Monitoring 2 events including equipment $18,000 2. Subcontract Laboratory $ 9,000 3. WDNR Reporting & GEMs Data Base Update $ 5,000 Total Estimated Cost $32,000 DRAFT_TIMMERMAN_AUTH_REQ 2011.doc This work will be completed in general accordance with the City of Oshkosh April 2009 Negotiated Fee Schedule and General Conditions of Service, which are expressly incorporated into, and are an integral part of, our contract for professional services. Please indicate your acceptance of this proposal by having an authorized representative of your firm execute a complete copy, and return it to our Oshkosh office. If we are given verbal or written notification to proceed, it will be mutually understood that both of us will, nonetheless, be contractually bound by the proposal, even in the absence of a written acceptance by you.
