Scope of Work and Budget for Amendment #2
Libbey / Nicolet Basin Hydrologic and Hydraulic Analysis
December 13, 2010
ADDITIONAL SCOPE
A series of additional model runs and alternatives will be conducted for further analysis of
stormwater flood management and pollution control within the Libbey / Nicolet Basin project
area. The analysis will build upon the existing XP SWMM model for the flood management
analysis. The analysis will also analyze the pollution control effectiveness of the options using
WinSLAMM. The options to be analyzed under this amendment are described in the table.
Below are the sequential steps that will be taken:
1) Develop a conceptual layout for each of the new detention basins (three sites)
to be considered.
2) Run the hydrologic and hydraulic model (10 -year & 100 -year storm events) for
the following additional management scenarios:

3) Evaluate each of the management scenarios described above based on the
reduction in flooding.
4) Prepare a planning -level cost estimate for each of the management scenarios
described above.
5) Evaluate the water quality benefits of each wet detention basin proposed in
the scenarios above. The analysis will also incorporate the results of the
North High School Area Wet Detention Basin. The water quality benefits will
be evaluated using WinSLAMM, and data available from the Citywide
Stormwater Management Plan.
6) Conduct one web -based and one face -to -face meeting with City staff to
discuss the evaluation of the additional alternatives and finalize the results.
7) Update report memo to include the results of the additional analysis described
above.
