HomeMy WebLinkAbout11-458OCTOBER 11, 2011 11 -458 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: ESTABLISH FEE SCHEDULE FOR PARKING UTILITY INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the City of Oshkosh has previously established a Parking Utility in order to manage public parking; and WHEREAS, Sections 27- 46(D), 27 -49(E) and 27 -51 of the Oshkosh Municipal Code gives the Common Council authority to establish fees for parking permits; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached parking rate schedule be adopted. City of Oshkosh Parking Rate Schedule Effective March 1, 2011 through February 29, 2012 CITY OF OSHKOSH PARKING UTILITY PARKING RATE SCHEDULE EFFECTIVE MARCH 1, 2011 THROUGH FEBRUARY 29, 2012 PERMITS (SECTION 27 Valid in blue- banded meters and spaces designated as "permit parking" Annual: $210 per year for first 20; $150 per year for each permit thereafter Monthly: $20 per year for first 20; $14 per year for each permit thereafter Daily: $1.50 each for quantities between 1 and 99; $1.40 each for quantities between 100 and 499; $1.30 each for quantities of 500 or more LEASED STALLS (SECTION 27 -49) Unless otherwise noted, leased stalls are available for $20 per month. Since that time, the Parking Commission has recommended the creation of additional leased parking in the Ceape lot, for which no price was established. The previously approved fee schedule has been modified to include fees for these stalls. There are no changes in the proposed rates from the current rates. Notes from Parking Utility Commission Meeting: A REQUEST TO DESIGNATE 15 SPACES FOR LEASED PARKING IN THE NORTHWEST CORNER OF THE CEAPE AVENUE PARKING LOT. (CURRENT CONDITION: PERMIT PARKING.) This is a citizen request. At its last meeting, the Commission discussed current demands for parking in the Ceape Avenue lot. The layout of spaces in this lot is shown in Figure 1. Prior to parking meters being removed in 2009, these 163 spaces were controlled through 10- hour/blue- banded meters. The fact that the spaces were intended for long -term use motivated the staff recommendation to switch to permit parking. However, the lot has had relatively low usage in recent years as the demand for employee parking has abated. Most usage occurs in the western portion of the lot. At last month's meeting, the management of 100 North Main requested that 15 spaces in the northwest corner of the lot (numbers 136 -150) be designated as 24 -hour leased parking spaces. They indicated that the spaces would be used primarily by residential tenants as overflow parking, so it would not be possible to designate specific spaces with specific addresses or individuals. A leased parking space designation can work with that type of situation. If 100 North Main were to lease those spaces, it sounds like the vehicles would have a 100 North Main sticker, which would support enforcement efforts by OPD. According to Street, Sanitation, Central Garage Superintendent Kevin Uhen, leased parking do cause issues with snow plowing, because there is not a guaranteed time when the spaces will be empty. He said that they are rarely able to clear out the leased spaces. Designating these spaces as leased parking would not conflict with snow storage, which typically occurs in the eastern section of the lot. The City has had an agreement for the last two winters with 100 North Main where they agree to plow these parking spaces. A similar agreement, with the cooperation of those who leased spaces, may help to address potential snowplowing concerns. • Designation of Spaces. The spaces would be designated similar to 24 -hour leased spaces elsewhere in the City, and would have different wording and font color than signs designating permit parking. The signs cannot be labeled for a specific individual, business or corporation. It should also be noted that the spaces would be available for lease on a first -come, first -serve basis. • Pricing. There are a total of 30 parking spaces designated as 24 -hour leased parking: 20 in the Riverside lot (currently leased by 100 North Main), 8 in the Division Street lot, and 2 in the West 8th Avenue lot. All of these spaces are priced at $30 per month per space, with no discount for an annual reservation or for leasing a certain number of spaces. 100 North Main expressed interest in 15 spaces, but that may have been on the assumption that these spaces would be available at $20 per month. For consistency, I recommend that the rate for these spaces be set at $30 per month to be consistent with other areas of 24 -hour leased parking. Others have not expressed interest in 24 -hour leased parking in this lot, so I recommend designating only the number of spaces that are requested by 100 North Main.
