PURPOSE: AWARD BID FOR CITY CENTER PARKING RAMP REPAIRS
($69,934.40)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for parking Ramp
Repairs to the City Center Hotel Parking Ramp; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: City Center Parking Ramp Repairs
BACKGROUND
In 2008, the Common Council approved the expenditure of up to $94,500 to conduct preventive
maintenance repairs at the City Center Parking Ramp. With the impending sale of the hotel, City
staff believes that these maintenance repairs should be resolved as soon as possible so as to
facilitate discussion regarding future ownership issues with the new hotel owners. Purchasing
and Transit staff worked with engineers from Carl Walker, Inc. to prepare bid specifications for
these ramp repairs that included concrete repairs, carbon fiber reinforcements, concrete sealers,
crack sealant and expansion joint sealants. Bids were advertised in the local paper and posted
online on NovusVendor. Bids were received on September 30, 2011. The bid tab is attached.
ANALYSIS
The bid specifications requested a base bid to include the summation of lump sum contract prices
(e.g. fixed construction costs) and unit prices (prices for repairs per square foot) for the project
scope. The City will only be billed for quantities performed of any unit price work. Any work
required above and beyond the original unit price work will require pre - approval by the City.
Working with Carl Walker and Transit staff, Purchasing reviewed the bids and concluded the low
bid from SPS Infrastructure, Inc. met the minimum bid specifications.
FISCAL IMPACT
The net fiscal impact of the bid received from SPS Infrastructure, Inc. is $69,934.40. Funds from
the CIP Property Improvement Fund will be applied towards this project. Although the $94,500
was budgeted in 2008, the borrowing for this expenditure did not take place. Staff will include
this expenditure in a future borrowing. The total estimated cost of the contract, plus engineering
and design fees is expected to remain below the original budgeted amount of $94,500.
RECOMMENDATION
Purchasing recommends the Common Council awards this bid SPS Infrastructure, Inc. for
$69,934.40.
