PURPOSE: AWARD BID FOR REPLACEMENT OF CITY HALL CHILLER
($88,500.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Chiller
Replacement at City Hal; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
REEKE - MAROLD COMPANY, INC.

Green Bay, WI 54304
Total Bid: $88,500.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: City Hall Chiller Replacement Bid
BACKGROUND
The Common Council approved the allocation of $85,000 in the 2011 CIP for the replacement of
the 30+ years old City Hall chiller. The chiller is part of the air - conditioning system and removes
heat from liquid in a closed -loop system. Because of the chiller's age it is now more cost
effective for a full system replacement vs. ongoing individual component repairs. Working with
our mechanical engineer consultant, Purchasing prepared specifications seeking vendors to
replace the chiller. Bid requests were advertised on our online NovusVendor system and in the
local paper. Bids were received on September 28, 2011. The bid tab is attached.
ANALYSIS
Bids were analyzed by the engineer consultant and Purchasing. It was our consensus that the
low bid received from Reeke - Marold Company, Inc. ($87,300) met the minimum bid
specifications. We also recommend including Reeke - Marold's Alternate Bid 1 ( +$2,200) to
replace the existing pneumatic two -way valve with a new electronic valve and accepting their
Alternate Bid 2 deduct (41,000) as they are being recommended for award of both this project
and the Safety Building condenser project.
FISCAL IMPACT
The net fiscal impact of Reeke - Marold's bid is $88,500. $85,000 from the 2011 CIP Property
Improvement Fund will be applied towards this project and the balance will come from existing
funding in the Property Improvement Fund and the project will be charged to A/N # 323 -0090-
7214 - 06106. By adding engineering fees ($3,500) to the chiller replacement bid ($88,500) and
factoring in an estimated $4,459 in Focus on Energy replacement incentives we anticipate the
total costs of this project to be $87,541.
RECOMMENDATION
Purchasing recommends the Common Council approve award this bid to Reeke - Marold
Company, Inc. for $88,500.
