HomeMy WebLinkAbout11-429SEPTEMBER 27, 2011 11 -429 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN PURPOSE: AWARD BID TO OSHKOSH CITY CAB COMPANY FOR PARATRANSIT SERVICES FOR THE TRANSPORTATION DEPARTMENT (2012 -- $8.50 /EACH DIAL -A -RIDE & $31.00 /EACH RURAL RIDE, 2013 -2016 -- $8.75 /EACH DIAL -A -RIDE & $31.25 /EACH RURAL RIDE) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Paratransit Services for the Transportation Department; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: OSHKOSH CITY CAB COMPANY 2723 Harrison Street Oshkosh, WI 54901 Estimated Cost/Year 2012: $779,530.00 Estimated Cost/Year 2013 -2016: $799,692.50 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Director DATE: September 15, 2011 RE: Bid for Paratransit Services BACKGROUND The Oshkosh Transit System (OTS) provides fixed -route bus service in the City of Oshkosh. As required by the Americans with Disabilities Act (ADA), OTS offers paratransit service to individuals with disabilities that are unable to access bus routes. In June of this year Transportation and Purchasing staff prepared a request for proposal (RFP) to solicit contractors to provide transportation services for ambulatory and non - ambulatory individuals under three separate paratransit programs. The RFP included requirements for service capacity, scheduling, dispatching, incident reporting, vehicle maintenance, employee standards and other areas. The RFP cost proposal form requested single ride trip costs with any fuel escalator adjustments for each year of the contract term. The RFP listed the length of the contract to be for three years commencing on January 1, 2012 with options to extend for two, one -year periods. This paratransit service RFP was advertised in the local paper and posted on our online NovusVendor notification system. Proposals were received on August 18, 2011. The bid tabulation is attached. ANALYSIS Transportation and Purchasing staff reviewed both proposals and concluded both proposers could effectively provide the service based on the written responses. Our review of the cost proposal portion of the RFP concluded however a significant cost difference between the two proposers. Based on current OTS paratransit single ride counts (80,650 trips annually) and using each proposer's single ride per trip /fuel escalator costs, Oshkosh City Cab Company was $397,483.08 less in 2012 and $329,658.72 less in 2013. In addition, Oshkosh City Cab Company's cost proposal did not add any fuel escalator costs for years 2 -5 of the service. As cost was the highest priority criterion for this RFP, we have concluded Oshkosh City Cab Company is the most cost - effective bidder for this service. Since annual paratransit ride demands can fluctuate, the basis for the award of this bid will be Oshkosh City Cab Company's single ride cost per trip for years 1 -5 as listed on the attached bid tabulation. 016 FISCAL IMPACT The Transit Utility has $1,448,000 allocated in their purchased transportation account (511- 1728 - 6449 - 00000) of their 2011 operating budget, of which $886,700 was budgeted for the services requested under this contract. Using Oshkosh City Cab's single ride cost per trip for both the Dial -A -Ride and Rural programs and based upon OTA's average of 80,650 rides annually, the estimated cost of these services annually would be as follows: 2012: $779,530, 2013 -2016: $799,692.50. The balance of these funds in this account is budgeted for a separate paratransit program for non - ambulatory riders and intercity bus service to Neenah. RECOMMENDATION Purchasing reviewed the bids and is recommending the Common Council award this bid to Oshkosh City Cab Company. Respectfully Submitted, Approved: Jon G.
