Rohloff, City Manager RE: Amendment to Agreement for Libbey and Nicolet Watersheds Storm Water Management Plan / AECOM Technical Services. ( AECOM) The Department of Public Works previously entered into an Engineering Services Agreement with AECOM to perform a detailed planning level study of the Libbey and Nicolet Watersheds. Through the performance of the original Scope of Services of this agreement, it has become apparent that additional services are required in order to complete the study. The Agreement was previously amended in August of 2009 and January of 2011. The additional services for this amendment include: 1. Additional alternatives analysis. 2. Develop conceptual layouts for the additional alternatives. 3. Develop planning level cost estimates for the additional alternatives. The cost of these additional services is estimated not to exceed $13,630.00. This amendment would bring the total cost of the agreement to $88,311.00. Funding for these services is available in the Storm Water Utility budget. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. Rohloff, City Manager "'?�� JE --- RE: Engineering Services Agreement for Environmental Monitoring at Timmerman Landfill / AECOM The Department of Public Works has utilized AECOM (former STS Consultants) for various environmental engineering needs at Timmerman Landfill located at 35 Avenue /Marvel Drive since 1993. In October of 2009, 1 reported on an engineering services agreement at this landfill for 2010 for the cost of $38,000. That agreement needs to be extended to cover 2011 expenses. This amendment will continue the groundwater monitoring at the Timmerman Landfill for an estimated cost of $32,000. The cost for these groundwater monitoring services will be allocated to the operating budget (Account 100 - 0470 /Garbage Collection & Disposal). Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. Rohloff, City Manager ,2-�- RE: Award of Engineering Services Agreement — Upgrade of the Public Works Field Operations Facility (Central Garage) /Kueny Architects, LLC The existing central garage facility at 639 Witzel Avenue was initially constructed in 1945, with a major addition in 1956. The intent of this project is to complete a comprehensive study of the existing facilities, including consolidation of operations from the former Winnebago County Highway building on Osborn Avenue, the Senior Center Annex building on Campbell Road, and the Sanitation Division satellite located at 508 West 4 Avenue. The engineering services for this project will be split into two parts as follows: Space Needs - Conceptual Design (determine reuse of existing site vs. moving to a new location) 2. Develop Construction Documents and Construction Management Services The Department of Public Works received statements of qualifications from 15 firms for this project. Based on review of these qualifications, five firms were selected to be interviewed. Kueny Architects, LLC of Pleasant Prairie, Wisconsin has been selected to complete this project. The cost of these design services is estimated not to exceed $42,000 for the first part of the project. An amendment to this agreement for specific design /construction services will be developed at a future date upon completion and approval of the conceptual design. Funding for these design services is included in the "Property Improvements" Section of the Capital Improvement Program. The wastewater collection system consists of approximately 269 miles of sanitary sewers, 17 lift stations, 6,070 manholes, and 23,494 lateral connections to residential, commercial, and industrial customers. A program has been developed by federal and state agencies to identify the elements that should be included in a wastewater collection system operations program. These elements are identified in the Capacity, Management, Operations, and Maintenance (CMOM) program guidance from the EPA and WDNR. Many of these activities are already part of the current collection system operations program and are reported annually in the Wastewater Treatment Plant Compliance Maintenance Annual Report to the Council. The City has been working toward the formal creation of a CMOM program during the past several years. With the recent requests for information and an order from the EPA including the City's discussions with that agency, it has become clear that the EPA is seeking to require that municipalities and other wastewater treatment providers formalize their sewer system operating programs and procedures in a CMOM program. CH21VI Hill has extensive experience in providing these services in other communities. This experience will assist them in providing effective and efficient use of resources in the completion of this work. The cost of these engineering related services is estimated not to exceed $174,400. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal sealed quotes. Box 1130 Oshkosh 9 0 3 -11 54 City of Oshkosh —0— 903 -110 O rHKOIH DATE: August 29, 2011 TO: Honorable Mayor and Members of the Common Council FROM: Mark A Rohloff, City Manager RE: Engineering Services - HVAC and Roof Assessments The Common Council approved $70,000 in the 2011 CIP Program for HVAC and roofing assessments of all city buildings. These assessments will review all HVAC and roofing systems within our buildings, identify /prioritize replacement schedules and provide budget estimates for future HVAC and roofing capital needs. General Services selected a proposal from McKinstry to provide engineering services for the HVAC assessment project. The cost for these services is estimated to be $36,720. General Services selected a proposal from Specialty Engineering Group (SEG) to provide engineering services for the roofing assessment project. The cost for these services is estimated to be $29,250. Together the projects are expected to cost $65,970. Both assessments began in late August and will be completed by October 15, 2011. Section 12 -10(D) (5) of the Municipal Code provides that professional services of a specialized nature may be approved by the City Manager without the use of formal sealed quotes. Box 1130 Oshkosh, Wisconsin 549903 -13 -113130 City of Oshkosh — 0 — 01HKO1H DATE: September 1, 2011 TO: Honorable Mayor and Members of the Common Council FROM: Mark A Rohloff, City Manager/ Z RE: Architectural Services- OFD Vehicle Storage Building The Common Council approved $229,000 of prior year borrowing in the 2010 CIP Program for the construction of a vehicle storage building next to Fire House 19 on Snell Road. The proposed 6,000 square foot pre- engineered building will provide for storage of Oshkosh Fire Department ancillary vehicles, equipment and trailers. Working in conjunction with the Fire Department, General Services selected a proposal from T.R. Karrels to provide architectural and engineering services to oversee all aspects of this project including plan and bid specifications, site reviews and construction administration. The cost for these services is estimated to be $8,000. The project is expected to begin in late October and be completed by early 2011. Section 12 -10(D) (5) of the Municipal Code provides that professional services of a specialized nature may be approved by the City Manager without the use of formal sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding these professional services. Funding for these services would be charged to account 323- 0230 -6450- 06017.
