PURPOSE: APPROVE PERMISSION TO APPLY FOR FIRE ACT GRANT
INITIATED BY: OSHKOSH FIRE DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized and directed to approve application fora Fire Act Grant
agreement through the Department of Homeland Security through FEMA for upgrading
heart monitor defibrillators on ambulances and fire apparatus.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the Department of Homeland
Security and FEMA, and are further authorized and directed, if said grant is awarded, to
accept such funds pursuant to the terms of the grant application and to purchase needed
equipment with the grant funds.

RE: Permission to Apply for Fire Act Grant
BACKGROUND
The Department of Homeland Security through the FEMA has opened the application
period for Fire Act Grants. These competitive grants are available for fire department
equipment and through these grants in the past we have purchased new breathing
apparatus, exhaust ventilation systems and radios. This grant period we would like to
seek funding to upgrade our heart monitor defibrillators on our ambulances and fire
apparatus. This replacement was in our long range plans, so we would like to seek the
opportunity to cover the majority of this expense through a grant.
ANALYSIS
The heart monitors we are currently using are mostly 10 or more years old and are
working off of 15 year old technology. The company that provides them to us has stated
that they will not be providing support or maintenance for these units after 2014. These
are very critical and sensitive pieces of medical equipment that require a strict
preventative maintenance program from a reliability and medical liability perspective. In
addition to this impending need of replacement, new units will have upgraded features
that will improve our patient care abilities
FISCAL IMPACT
The cost of this project will total no more than 314,000. The grant requires a 20% local
cost share which would be $62,800.00 and would be budgeted for in 2012 capitol outlay,
the remainder would be funded by the grant.
RECCOMENDATION
We recommend the Council grant permission for us to apply for this grant as this
equipment is needed to provide paramedic level service to the highest quality standards
and an opportunity exist to obtain it at a lower cost to local taxpayers.
