PURPOSE: AWARD CONTRACT TO VERIZON FOR CELLULAR
PHONE SERVICE ($57,452NR ESTIMATE)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore solicited proposals for Cellular
Phone Services for various city departments; and
WHEREAS, upon the opening and tabulation of proposals, it appears that the
following is the most advantageous proposal:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that said proposal is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, requests for proposal, specifications and proposal on file.
Money for this purpose is hereby appropriated from:

RE: Award contract for cellular phone service
BACKGROUND
Purchasing and Information Technology solicited request for proposals for cellular phone service
agreements for city departments. The RFP addressed over 30 cellular phone service agreement
elements including phone features, charges, accessories and coverage area. Proposals were
received on June 15, 2011. Council originally awarded a contract to a cellular provider.
However, shortly after the changeover to the new provider, IT determined that this provider
would not meet the City's long term needs. As a result, Purchasing and IT staff re- analyzed the
other proposals that we received.
ANALYSIS
Staff's re- analysis involved conducting a side -by -side comparison of needed features, services
and costs. We concluded that Verizon Wireless was the most advantageous cellular phone
service provider for the City of Oshkosh. Verizon will be able to continue the level of service we
currently have with our current provider, without any phone number changes. This new
agreement will provide service on a month to month basis and is expected to begin in September,
2011.
FISCAL IMPACT
From July, 2010 -June 2011 the City spent $57,452 in cellular phone charges. With this new
agreement we estimate the City will expend a comparable amount per year in cellular phone
service costs across all departments. Cellular phone service costs are charged against A/N 6475
of each department's operational budget.
RECOMMENDATION
Purchasing recommends the Common Council award this monthly cellular phone service
agreement contract to Verizon Wireless.
