HomeMy WebLinkAbout11-400SEPTEMBER 13, 2011 11 -400 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO BOUND TREE MEDICAL FOR EMERGENCY MEDICAL SUPPLIES FOR THE FIRE DEPARTMENT ($8,972.02) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Emergency Medical Supplies for the Fire Department; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BOUND TREE MEDICAL 5000 Tuttle Crossing Blvd. Dublin, OH 43016 Total Bid: $8,972.02 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Director DATE: August 31, 2011 RE: Bid for Emergency Medical Supplies BACKGROUND Each year the Oshkosh Fire Department operating budget allocates dollars to provide medical supplies for their operations. In 2008 the City of Oshkosh Purchasing Division and Fire Department solicited bids for emergency medical supplies as part of a purchasing consortium of over 20 Fire Departments across Wisconsin. With the expiration of this agreement in 2011, Purchasing and Fire Department staff have updated the consortium's medical supplies list and re- solicited the bid to vendors. ANALYSIS The bid was advertised in the local paper and posted on our online NovusVendor notification system. Bids were received on June 30, 2011. The bid tabulation is attached. Both vendors met the bid specifications. Bids were divided into three sections: disposable items, non - disposable items and medications. Prices shown on the bid tab reflect the total price if one of each item in that section were purchased. Comparatively the total individual price of all three sections for Bound Tree Medical ($8,972.02) was less than Emergency Medical Products ($9,023.99). The primary award criterion for this bid however is the cost of the disposable section items as these products are generally purchased more frequently (e.g. weekly or quarterly) than the other sections and would thus have a larger impact on the total annual costs for these products. As the bid tab indicates Bound Tree Medical had the lower disposables cost ($1,207.96). Using this criterion Fire Department and Purchasing Division staff have concluded Bound Tree Medical is the most cost - effective bidder for these medical supplies. This bid will be for three years with an option to extend the bid for an additional year. Each Fire Department that participates in this contract will be ordering and invoiced separately by Bound Tree Medical. Once approved, this bid will also be extended to all WAPP (Wisconsin Association of Public Purchasers) members should they wish to piggyback on this contract. FISCAL IMPACT The Fire Department has $79,700 allocated in the medical supplies account (100- 0230 - 6557- 00000) of their 2011 operating budget. RECOMMENDATION Purchasing reviewed the bids and is recommending the Common Council award this bid to Bound Tree Medical. Respectf I Submitted, Approved: r Jon G.
