HomeMy WebLinkAbout11-375AUGUST 23, 2011 11 -375 RESOLUTION (CARRIED 6 -0 LOST LAID OVER_ PURPOSE: RECREATE VOTING DISTRICTS INITIATED BY: CITY ADMINISTRATION WITHDRAWN ) WHEREAS, it is the responsibility of the City of Oshkosh to adopt a municipal ward plan following the completion of the decennial federal census of population: and, WHEREAS, each ward must have a population of at least 800 and not more than 3200, and meet other requirements including compactness, contiguity and community of interest of existing neighborhoods; and, WHEREAS, the attached descriptions and map reflect the requirements of state law and appropriately track state senate and assembly districts for purposes of those elections. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Oshkosh that the attached ward descriptions and ward plan are hereby approved and the City's voting districts are established as provided therein. Ubrig, City Clerk DATE: August 18, 2011 RE: Establish Voting Districts / Wards BACKGROUND State statutes require cities such as the City of Oshkosh to adopt a municipal voting ward plan and establish voting districts following the completion of each Federal Census. Using the 2010 census data, the City of Oshkosh is required to establish wards with populations of at least 800 and not more than 3200 per ward. The wards are required to be contiguous and, as far as practicable, to be compact and observe the community of interest of existing neighborhoods. ANALYSIS At the completion of the last federal census in 2001, the City of Oshkosh adopted a ward plan which established 17 voting districts. Over the past 10 years the boundaries of the City's wards and districts have changed due to various annexations and attachments along with the population growth not only in the City but also surrounding communities. With the assistance of the Department of Community Development, we reviewed the City's existing voting districts and wards, the official 2010 census data and any other information which the City possessed which might assist us in determining ward boundaries which met the relevant statutory requirements of compactness, contiguity and community of interest. In addition, we received and incorporated information from Winnebago County relative to their supervisory boundaries and from the State of Wisconsin for those state offices representing the Citizens of the city of Oshkosh. We took into consideration that ward boundaries within the voting districts cannot cross supervisory district boundaries or combine districts. Based upon all of the information which we were able to review, the attached maps and descriptions for voting districts and wards were developed. As proposed, the City of Oshkosh will now have 16 Districts with populations of at least 800 and not more than 3200 per ward. The City of Oshkosh voting districts remain in Senate District 18 and Assembly District 53 and 54 and the ward boundaries appropriately track those district boundaries. There were changes at the State of Wisconsin level with Assembly District 53 and 54 due to the boundary changes (annexations / attachments) and population growth in and outside of the city limits. Those changes, to the extent they affected the wards within the City of Oshkosh, have been incorporated into the proposed ward and voting district boundaries. Because the number of voting districts has not increased, the City will not be required to purchase additional equipment or significantly change staffing for elections to accommodate the changes. Due to changes in the voting districts, some polling places may change for future elections and we will be working with potential partners to work through those issues prior to next year's elections. FISCAL IMPACT The actual creation of the 16 voting districts was absorbed by city staff. There could be future cost to educate the voters of the community of their new voting districts.
