PURPOSE: AWARD BID TO MILLER - BRADFORD & RISBERG, INC. FOR AN
ASPHALT STREET PAVER FOR THE STREET DIVISION
($129,000.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for an Asphalt
Street Paver for the Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Street Division Asphalt Paver Bid
BACKGROUND
The Common Council approved and allocated $100,000 in the 2011 CIP for the purchase of a
used street paver for the Street Division. The paver would replace a 1987 Cedar Rapids paver
with 7,943 hours of use.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared bid
specifications that would consider used or new pavers. Bids were advertised in the local paper
and posted online via NovusVendor. Bids were received on June 15, 2011. The bid tab is
attached. As the bid tab indicates, we did not receive any bids for used pavers. It is our
understanding that the demand for used heavy equipment has increased in recent years and
subsequently limited the used market offerings. After reviewing the low bid for a new paver (the
2011 Mauldin 1750 C -T -03 model) we have concluded it meets the minimum bid specifications.
While this paver is $29,000 over the allocated budget, we believe its new condition and two year
warranty makes it the best choice for this replacement.
FISCAL LVIPACT
With trade this unit will have a net fiscal impact of $129,000. This item was budgeted in the
2011 CIP major equipment replacement at $100,000. Funding for this item would be charged to
the Street Division CIP account: #323 - 0430 - 7204 - 06118. We would recommend the overage
($29,000) be absorbed by savings realized from prior 2011 Street Division CIP purchases
including the $24,460 saved in the Tandem Dump Truck purchases ( #323 - 0430 -7210- 06114) and
the $5,250 saved in the Single Axle Truck Chassis purchase ( 4323 - 0430 - 7210 - 06116).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Miller- Bradford & Risberg Inc.
for $129,000.
