PURPOSE: APPROVE APPLICATION FOR AQUATIC INVASIVE
SPECIES CONTROL GRANT
INITIATED BY: DEPARTMENT OF PARKS
WHEREAS, Miller's Bay /Lake Winnebago is an important resource used by the
public for recreation and enjoyment of natural beauty; and
WHEREAS, public use and enjoyment of Miller's Bay /Lake Winnebago is best
served by protection of Miller's Bay from infestation of aquatic invasive species; and
WHEREAS, the City of Oshkosh is qualified to carry out the responsibilities of an
aquatic invasive species control project; and
WHEREAS, the proposed aquatic invasive species control project is consistent
with Miller's Bay Aquatic Plant Management Plan approved by the Common Council on
August 10, 2010 by Resolution 10 -257.
NOW, THEREFORE, BE IT RESOLVED that the City of Oshkosh requests grant
funding and assistance available from the Wisconsin Department of Natural Resources
under the "Aquatic Invasive Species Control Grant Program" and hereby authorizes the
Parks Director to act on behalf of the City of Oshkosh to:
1) Submit an application to the State of Wisconsin for financial aid for
aquatic invasive species control purposes;
2) Sign documents;
3) Take necessary action to undertake, direct, and complete an approved
aquatic invasive species control grant; and
4) Submit reimbursement claims along with necessary supporting
documentation within six months of project completion date.
BE IT FURTHER RESOLVED that the City of Oshkosh will meet the obligations
of the aquatic invasive species control project including timely publication of the results
and meet the financial obligations of an aquatic invasive species grant, including the
prompt payment of the City's 50% commitment to aquatic invasive control project costs.

BACKGROUND

The City of Oshkosh Parks Department plans to apply for a Wisconsin Department of Natural
Resources (WDNR) grant to implement the Miller's Bay Aquatic Plant Management Plan to control
invasive species in the water body in compliance with WDNR approved recommendations and
consistent with Miller's Bay Aquatic Plan Management Plan approved by the Common Council in
August, 2010.
ANALYSIS
As part of the DNR grant application process, a Common Council Resolution is necessary for inclusion
in the application package. All control activities will be contingent on permitting by WDNR prior to any
action.
FISCAL IMPACT
If the grant application is successful, the fiscal impact in 2012 to the City is expected to be approximately
$19,650, 50% of the expected total project cost.
RECOMMENDATION
Staff recommends adoption of the resolution.
