Hello everyone,
Winnebago Audubon has been selected to receive a grant for $500 and we will match it with $500 of our funds
to provide professional signage for the project. These funds were okayed by our State Audubon Council this
past week and will be forwarded to National Audubon for approval this Fall. The funds would be available after
January 1, 2012. Our thoughts are that we would work with the City and anyone else who is interested
regarding the design and information for the signs. We also believe this will allow us to develop brochures to
hand out or place at different public sites which would explain what the project is all about.
We are thrilled to be able to contribute to this effort. We will also publicize the planting opportunities to our
members and encourage them to participate in the fall and spring.

Subject: Shoreland Restoration
Update regarding the plan for shoreland restoration in Oshkosh:
1. A group of approximately 18 people gathered on Monday July 11 at city hall to discuss restoring our
public shorelines in Oshkosh. Groups represented included the local Audubon chapter, Wild Ones, the
League of Women Voters, Oshkosh Parks Dept, Oshkosh Sustainability Advisory Board, Marshland
Transplant Aquatic Nursery (Berlin), Winnebago County Land and Water Conservation, UW Oshkosh
Student Environmental Action Coalition, the Winnebago Lakes Council, and several citizen
participants. Additional indication of interest was received from the DNR, UW Oshkosh Earth Charter,

Oshkosh common council members, and UW Oshkosh Biology Dept staff.
The main points of the meeting were as follows:
a. We will proceed with the Menominee Park project at the base of Ames Point. This will cover
approximately 600 feet of water frontage heading south from the base of Ames Point (where the
peninsula begins). The average width of the area to restore is around 30 feet. It will consist of between
the water and the existing walking path.
b. Cost estimates previously considered were almost 60% higher than the new cost estimated provided
during the meeting, making moving forward much more feasible.
c. The estimated cost is between $7000 and $9000, including plants, seed, cover, and site preparation
(all plants will be native, grown locally, and low - growth to avoid disturbance of neighbor water view).
This cost is based on the assumption that we can secure volunteers for much of the initial manual labor.
The groups present confirmed that we could secure adequate volunteers for the project.
d. Everyone present affirmed the essential importance of incorporating a strong educational component,
including reaching out to OASD students and UWO students, providing quality signage onsite to
educate the public, and to document the success of the project.
e. As the project has the full non - monetary support of the city parks dept (based upon success of this
project, we may pursue future budgeting support), we discussed numerous funding avenues. The county
LWCD has committed funding to cover up to half of the project costs, as this will serve as a high -
visibility project and may potentially lead to significant frontage restoration. There are also a few grant
programs available that we will look at, and we will be following up with the city's stormwater
management staff as this type of project is consistent with their permit requirements. We will also
pursue guidance from the Oshkosh Community Foundation regarding establishment of a donor program
(the idea that donors would be able to have their names/business on the signage in the park and in
educational pieces).
f. We will wait on the other sites in the city at least until next year, as folks generally did not want to
implement passive restoration Oust letting things grow).
2. A group of us including a plant supplier, the county, city parks, and myself met at Ames point on
Friday July 15 to shape the details of our project. The following is the tentative plan that was agreed
upon (subject to changes):
a. The entire area would be treated later this summer to get rid of existing invasives, grass, etc. Signs
would be posted immediately informing the public of the project.
b. Around the last week of September / first week of October, we want to plant seed and a minimal
number of 2yr (plant) plugs in the area approximately 7 -10 feet back from the water up to the trail. This
area would be first seeded at a pretty heavy rate, and then covered with a quality straw cover (the
"experts" have a more professional name for it). We would finalize with a small planting of plugs (at a
rate less than directly along the shore).
c. Several walkway paths will be marked and woodchipped for fishers and general access to the water.
d. We will need 20 -30 volunteers for 3 -6 hours to help with the seeding, plugging, and most
importantly, with the coverage (this is a pretty big area). We may also consider roping off, though this
has yet to be confirmed. More will come soon on the volunteering.

e. We plan to partner / coincide with Earth Charter on this project, which can help to promote the
positives, help strengthen the partnership between campus and community, and help grow the volunteer
base for this project.
f. Early Spring 2012, we will then install plugs in the immediate shoreline (generally within 7 feet of
shore, and a small amount of aquatic -based plant material). This will be a pretty high - density
planting of at least 1 plant per 2 square feet (2000+ plants). We will also rely heavily on volunteers for
this event, and hope to coincide with Earth Day programming at UW Oshkosh (we're looking for late
April 1 early May).
g. Volunteering: We are planning on Saturday outings for both planting sessions. We want to make
this a type of event, with food provided to our volunteers. City staff will work to have everything
prepared so the volunteers can get right to work. UWO SEAC has indicated that at least 10 volunteers
can be guaranteed, and the other agencies also assured participation. We will be looking for solid
confirmations, as we can not afford to have planned events with inadequate help. As is the case, I have
assured that I will be responsible for securing 20 -30 volunteers for each event.

Just as a reference to planning: This project originated from the Sustainability Board's plan ( viewable
here Further, parks director Ray Mauer indicated that he was looking into including a general
statement into the new parks plan indicating the city's support for shoreland restoration.
