PURPOSE: AWARD BID FOR TWO TRIPLEX RIDING GREENS MOWERS FOR
LAKESHORE MUNICIPAL GOLF COURSE TO HORST DISTRIBUTING
INC. ($43,040.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for two (2) Triplex
Riding Greens Mowers for Lakeshore Municipal Golf Course; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
HORST DISTRIBUTING, INC.
444 N. Madison Street
Chilton, WI 53014
Total Bid with Trade: $43,040.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Triplex Riding Greens Mowers- Lakeshore Municipal Golf Course
BACKGROUND
The Common Council approved and allocated $10,500 in Lakeshore Golf Course's 2011
operating budget for the first year of a five -year lease program for two triplex riding greens
mowers. With principal, this five -year lease was expected to cost the City an estimated $52,000
through 2015. After further discussion it was agreed the City should compare outright purchase
costs vs. leasing. As such, bids were solicited for two triplex riding greens mowers.
ANALYSIS
Working in conjunction with the Parks Department, Purchasing reviewed and prepared proposals
seeking vendors for these units. The bids were advertised in the local paper and posted online on
NovusVendor. Bids were received on July 12, 2011. The bid tabulation is attached. Working
with the Parks Department, Purchasing reviewed the bids and concluded the low bid from Horst
Distributing, Inc. met the minimum bid specifications. In comparing outright purchase costs vs.
leasing costs this review concluded the City would save approximately $8,960 by purchasing the
mowers.
FISCAL IMPACT
With trade -ins the total fiscal impact of these two mowers is $43,040. $10,500 from the 2011
Lakeshore Golf Course operating budget will be applied towards these mowers and the remaining
funds will come from existing capital equipment funding. It will be charged to account # 323-
0630- 7204 - 06142.
RECOMMENDATION
Purchasing recommends the Common Council purchase these mowers and awards the bid to
Horst Distributing Inc. for $43,040.
