HomeMy WebLinkAboutMinutes __________________________________ 3/16/2011 RDA Minutes 1 Redevelopment Authority of the City of Oshkosh Minutes March 16, 2011 PRESENT: Thomas Belter, John Bermingham, Paul Esslinger, Steve Hintz EXCUSED: Deb Allison-Aasby, Ben Schneider, Archie Stam STAFF: Allen Davis, Community Development Director; Darlene Brandt, Recording Secretary Chairman Belter called the meeting to order at 4:00 pm. Roll call was taken and a quorum declared present. The minutes of October 4, 2010 and December 20, 2010 were approved as distributed (Esslinger/Bermingham). Res. 11-01 Approve Determination of Necessity; Establish Fair Market Value; Authorize Purchase /131 West 6th Avenue Mr. Davis indicated the owner approached the City regarding possible acquisition of this property. The owner is looking to move to an elderly housing facility. The property is in the South Shore Redevelopment Area. Mr. Hintz inquired about the status of the other residential properties in this block. Mr. Davis believed they had been taken back by the the respective banks through foreclosure and may be for sale in the near future. Mr. Bermingham noted the RDA has spot purchased properties over the years based on availability for future redevelopment sites. Motion by Hintz to move Res. 11-01. Mr. Esslinger inquired why would the RDA be interested in property on the south side of 6th Avenue? Mr. Davis replied when looking at other improvements in this area, for example, the improvements made by Sweatwater and the vacant waterfront parcels, these four older blighted properties could be purchased and assembled for a future redevelopment site --assuming the RDA purchases all the properties. Discussion ensued on financing available for activities in the South Shore Redevelopment Area. Mr. Davis noted that funds had been allocated in the City's 2011 Capital Improvement Program for various activities in the South Shore area. Motion seconded by Esslinger. Carried 4-0. Discussion on Future Acquisitions in South Shore Redevelopment Area Mr. Davis stated the RDA could be in a position to obtain the other three residential properties on the south side of 6th Avenue and wanted the RDA's input on this. __________________________________ 3/16/2011 RDA Minutes 2 Mr. Belter stated typically a bank would like to turn over property as soon as possible after a foreclosure. Mr. Hintz stated based on the earlier approval today, the RDA should look at these other properties as well. Executive Director Announcements/Statements/Discussion South Shore Implementation Advisory Committee: Mr. Davis reviewed the list of possible committee members noting he hoped to meet with the Committee within the next couple of months. Mr. Esslinger inquired as to the boundaries of the South Shore Redevelopment Area on the west? Mr. Davis replied the boundaries extend almost to Ohio Street. Marion Road Riverwalk and Docks: Mr. Davis noted the weather is cooperating and riverwalk work is progressing. Staff has met with the Parks Board and the boating community to obtain input on the proposed docks. It is anticipated the docks will be bid out in spring. Most of this section of the riverwalk and docks should be constructed by late fall. There being no further business, the meeting adjourned at approximately 4:25 pm (Bermingham//Esslinger).
