RE: WAIVE QUOTES FOR PURCHASE OF POLICE DEPARTMENT
COMMUNITY SERVICE OFFICER VEHICLE
The Common Council approved allocation of $16,100 in the Police Department's 2011 operating
budget capital outlay for a new Community Service Officer pickup truck.
Traditionally the dollar amount of this vehicle would require sealed quotations. However,
Purchasing reviewed State of Wisconsin Department of Administration contracts and determined
Ewald Automotive Group's state contract on the 2011 Ford Ranger 2 WD regular cab ($13,266)
met the Police Department's needs. Remaining funds in the allocated capital outlay will cover
the equipment, graphics and labor necessary to complete this vehicle.
Section 12 -10 (D) (3) of the Municipal Code provides that material purchases, when pursuant to a
contract with any local, state or federal governmental unit or agency, may be approved by the
City Manager without the use of formal sealed bids. In accordance with 12 -10 (D) (3) of the
Code, I am hereby submitting this report regarding this purchase.

RE: Award of Wastewater Treatment Plant Control System Upgrade and Energy Efficiency
Study
As part of the planning process for upgrades and equipment replacement at the Wastewater Treatment
Plant, two projects were identified for implementation in the 2011 Capital Improvements Program. The
first is a programmable logic controller and network communication upgrade and second an energy
efficiency study on the two largest electrical use components at the facility, the influent pumping system
and the aeration blower system. CH2M HILL, the engineering consultant who completed the latest Water
Filtration Plant Project and is currently working on a Water Distribution System Study, provided a proposal
for these CIP projects. They are currently working with Green Bay Metropolitan Sewerage District and
Grand Chute Menasha West and have done many projects similar to the ones identified in the proposal.
CH2M HILL's experience with other utilities and knowledge of city operations will assist them in providing
effective and efficient use of resources in the completion of this work. The cost of these engineering
related services is estimated not to exceed $125,500.00.
Section 12- 10(D)(5) of the Municipal Code Provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manger without the use of formal sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award. These services will be funded through the Wastewater Utility.

RE: Award of Water Filtration Plant Chemical, Electrical, Control System Project Services
The Water Filtration Plant Asset Management Study identified a number of critical improvements related
to the plant chemical feed processes, electrical system, and plant controls, specifically the programmable
logic controllers, that need to be addressed and were included in the 2011 Capital Improvements
Program(CIP). CH2M HILL has submitted an engineering services proposal to complete the work
identified in the 2011 CIP. CH2M HILL's previous experience with Water Utility projects including the last
Water Filtration Plant Upgrade, Asset Management Plan, Water Distribution System Study, and the
knowledge developed in the completion of these projects, will assist them in providing effective and
efficient use of resources in the completion of this work. The cost of these engineering related services is
estimated not to exceed $198,000.00.
Section 12- 10(D)(5) of the Municipal Code Provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manger without the use of formal sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award. These services will be funded through the Water Utility.

RE: Award of Engineering Services Agreement –
Environmental Assessment for Armory Area Detention Basin / AECOM Technical
Services. ( AECOM)
The Department of Public Works requested a proposal from AECOM to prepare an
Environmental Assessment (EA) in accordance with FEMA standards and requirements for the
Armory Area Detention Basin Project. This EA is associated with a FEMA grant application that
the City submitted in 2010 to help fund the Armory Area Detention Basin project.
AECOM was selected for the work due to their familiarity with the project. AECOM prepared the
FEMA Grant Application that this EA is related to, and was awarded the contract for design
related services for the Armory Area project. The cost of these engineering services is
estimated not to exceed $34,455.00. Funding for these services is available in the Storm Water
Utility.

nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
