HomeMy WebLinkAbout11-274JUNE 28, 2011 11 -274 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: WAIVE BIDS & CONTRACT FOR REPAIR OF CLARIFIERS FOR WASTEWATER TREATMENT PLANT FOR PUBLIC WORKS DEPARTMENT ($301,844.80) INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, after inspection, it is necessary to have two primary clarifiers rebuilt at the Wastewater Treatment Plant; and WHEREAS, the Public Works Department contacted numerous contractors for quotes on this project which requires a complete rebuild of the primary clarifiers and only one company would quote for the complete rebuilds; and WHEREAS, rebuilding the clarifiers to original manufacturer specifications is specialized work and Process Equipment Repair Services is the only firm that will do the complete rebuild of the clarifiers, and it is therefore necessary to waive bids pursuant to Section 12 -10(D) of the Oshkosh Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to waive bids and to enter into a contract for complete rebuild of the two primary clarifiers: PROCESS EQUIPMENT REPAIR SERVICES 5991 Division Road West Bend, WI 53095 Total: $301,844.80 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. No. 551-1910-1735-00000 — Sewer Utility- Liquid Disposal Plant Equipment ( 0 Of H-MfH ON THE WATER MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Stephan M. Brand, Utilities Superintendent DATE: June 20, 2011 RE: Wastewater Treatment Plant CIP Primary Clarifier Rebuilding Project BACKGROUND The wastewater treatment plant primary clarification process consists of four 120 foot diameter tanks with solids removal and skimmer mechanisms. The tanks and equipment were originally installed in 1974. The mechanical components have been well maintained but are in need of a complete rebuild. This will include removal of all metal components for sand blasting, recoating to original manufacturer's specifications, and rebuilding of the clarifiers` drives also to original equipment manufacturer's specifications. This is very specialized work and we have contacted three potential service providers to see if they could perform the work. We have received no response for JF Ahern or CR Meyer to the requested quote for these services. We did receive a response from Process Equipment Repair Services Incorporated from West Bend They provided a quote for complete rebuilding services for the primary clarifiers to the original equipment manufacturer's specifications. The price quoted for each clarifier is $150,922.40 for a total of $301,844.80 for the two scheduled for this year in the CIP. ANALYSIS Process Equipment Repair Services (PERS) has provided quotes for rebuilding the two primary clarifiers in the 2011 CIP clarifiers. No other quotes were received. This is very specialized work that does not occur on a regular basis so there is not a lot of experience with rebuilding this type of equipment to original equipment manufactures specifications. This is the same firm that provided clarifier rebuilding services for the secondary clarifiers in 2008 and 2009. The quality of work was excellent and met all requirements. The council approved waiving bids and awarded the contract to Process Equipment Repair Services for previous secondary clarifier rebuilding services. Process Repair Equipment Services also does similar work for other wastewater treatment facilities throughout the state. FISCAL IMPACT Funds are available in the Property Improvements Section (Sewer Utility Funds) of the 2011 Capital Improvement Budget. The quoted cost is $301,844.80 with $320,000.00 budgeted in the CIP. RECOMMENDATIONS I recommend that bids be waived as allowed in section 12 -10 (D) (1) of Oshkosh Municipal Code and that Process Equipment Repair Services proposals be accepted for the rebuilding of wastewater treatment plant primary clarifiers one and three.
