Chairperson Fojtik called the meeting to order at 4:00 pm. Roll call was taken and a quorum declared
present.
The minutes of May 17, 2011 were approved as presented. (Borsuk/Hinz)
L ACCEPT STORM SEWER EASEMENT AT 201 PEARL AVENUE (CITY CENTER)
This item was withdrawn from the agenda.
II. ACCEPT EASEMENTS AT THE 600 AND 700 BLOCK OF ELMWOOD AVENUE
AND THE 800 BLOCK OF W. LINCOLN AVENUE
The University of Wisconsin Oshkosh is requesting the city to accept five easements in relation to the
construction of the new residence hall and pedestrian mall.
Mr. Nau presented the item and reviewed the site and surrounding area as well as explaining the
location and purpose of each easement.
Mr. Bowen arrived at 4:02 pm.
There was no discussion on this item.
Motion by Vajgrt to approve the acceptance of easements at the 600 and 700 block of Elmwood
Avenue and the 800 block of W. Lincoln Avenue as requested.
Seconded by Borsuk. Motion carried 8 -0 -1. ( Fojtik abstained as he is employed by the
University and this request has a direct affect on his department.)
III. ACCESS CONTROL VARIANCE TO PERMIT TWO DRIVEWAY OPENINGS FOR
PROPERTY LOCATED AT 1427 BROAD STREET
The petitioner is requesting an access control variance to permit two driveway openings for property
located at 1427 Broad Street.
Mr. Buck presented the item and reviewed the site and surrounding area. He stated that Broad Street
does not currently have curb and gutter but is scheduled to be reconstructed in 2011 at which time
individual driveway openings will be installed. He reviewed the site plan and explained the traffic
movements on the site and also reviewed the conditions recommended for this request.

Mr. Thorns questioned why the first condition was not more detailed regarding the width limit similar
to the second condition.
Mr. Buck responded that the drive leading to the building would be a standard class II apron although
the drive would remain larger as it currently exists and the city is not requesting that the entire drive be
reconstructed as it would be overly burdensome on the property owner.
Steve Gohde, Assistant Director of Public Works, stated that a condition should be added to address
that the two driveways would not be required to have the required 20 foot separation between them.
Mr. Buck replied that the conditions could be amended to add a fifth condition stating that the
minimum separation be waived.
Motion by Nollenberger to approve an access control variance to permit two driveway
openings for property located at 1427 Broad Street with the following conditions:
1) The original drive leading to the building is limited to 40 feet wide at the curb.
2) The second drive is limited to the width of the gate plus S feet on each side for a total of 28 feet
wide at the property line and 38 feet wide at the curb.
3) Proposed second drive is hard surface as approved by the Department of Public Works.
4) Area between the two drives is restored to vegetative ground cover.
S) Minimum separation be waived.
Seconded by Vajgrt. Motion carried 9 -0.
OTHER BUSINESS
Mr. Thorns gave a brief update on the progress of the Bicycle/Pedestrian Plan which has been in the
process of being reviewed and revised for some time now. The intent was to hold a joint workshop
with various other boards and commissions for discussion when the plan is complete prior to it
proceeding to the necessary entities for approval.
Mr. Buck added that the next meeting of the Bicycle/Pedestrian Plan Steering Committee would be
Thursday, June 9 th and he briefly discussed the development of the plan.
There being no further business, the meeting adjourned at approximately 4:20 pm. (Vajgrt/Propp)
