HomeMy WebLinkAboutMinutesDOWNTOWN OSHKOSH BID BOARD MINUTES May 17, 2011 PRESENT: David Sparr, Megan Lang, David Hetzel, Sandy Prunty, Michael Russell, Todd Cummings, Jeff Jahnke EXCUSED: Kurt Koeppler, Jim Stapel, Melody Wollangk STAFF: Maureen Lasky, Jeffrey Nau OTHERS: Lisa Voss — Oshkosh Public Library, Rob Kleman — OAEDC, Matt Kroening — Oshkosh Police Department I - CALL TO ORDER Chair David Sparr called the meeting to order and a quorum was declared present. II - MINUTES OF MAY 17, 2011 MEETING There was no discussion on this item. Sandy Prunty moved for approval of the May 17 2011 minutes as presented. David Hetzel seconded the motion which passed unanimously. III — POLICING /TRAFFIC /PARKING ISSUES Sergeant Kroening reported that there was a lot of graffiti occurring over the last few weeks, both in the BID and the S. Main Street area. Two distinct types of graffiti have been sprayed: one pornographic in nature and the other gang - related. Arrests were made of suspects presumed responsible for the pornographic graffiti. Other than the graffiti incidents, it has been relatively uneventful. IV — MONTHLY FINANCIAL REPORT There was no discussion on this item. Jeff Jahnke motioned for approval of the monthly financial report as presented. Sandy Prunty seconded the motion which passed unanimously. V - BID MANAGER AND SUBCOMMITTEE REPORTS • BID Marketing Consortium - Destination Downtown will be Saturday, May 21. Events include a style show, brunch and wine tasting. So far 130 tickets have been sold, 40 more than last year. - Work continues on updating the retail directory. - The next class of the Downtown Businesses seminar series presented by the UW Extension and co- sponsored by the BID will be in early June. • Beautification - Flowers are not planted yet due to the unusually cool spring. The greenhouses are approximately two weeks behind schedule so the flower pots will not be planted until late May to early June. - Summer banners are being worked on and will be installed around mid -June. - Flower beds at Opera House square will be revamped with help from the Parks Department. - Main Street benches, bike racks and trash can placements by the City have been delayed due to unexpected retirements and injuries. Some elements should be up by Memorial Day. DOWNTOWN OSHKOSH BID BOARD MINUTES May 17, 2011 VI — DOWNTOWN PARKING Ms. Lasky reported that there is still interest and a need in having a joint parking committee with the BID and Traffic Advisory Board. Jeff Jahnke added that Transit Director Chris Strong sent him and Megan Lang a summary from their first meeting listing problems, what is working and what is not working in regard to downtown parking. Todd Cummings suggested that an easy first step would be to inform and encourage business owners not to use prime parking for themselves and their employees. VII — BRANDING UPDATE — IMPLEMENTATION OF PHASE II Ann Padley and Heidi Strand from Blue Door Consulting, Inc. presented the results of the online survey conducted from March 18 to April 13 • 1,379 surveys were completed • Topics focused on: • Demographics of those completing the survey • Perception of the downtown in regard to: ■ Downtown events • Value of the downtown • Obstacles • Enhancement opportunities • Businesses needed in the downtown Discussion followed on the implementation of Phase II, the marketing plan. Ms. Strand suggested that they could work with BID Board members to determine what the BID wants to get out of research and implement the findings, wants and needs to create an action plan. Megan Lang and Sandy Prunty volunteered to work with Blue Door Consulting to go over the proposed budget of the action plan. In June, the BID Board will approve the budget for the action plan and transfer funds to the Branding account. VIII — FREE RENT INCUBATOR PROGRAM This item was laid over until the June meeting. IX — STAFFING UPDATE Chair Sparr informed the BID that BID Manager Lasky will be resigning full -time at the end of May. Rob Kleman stated that the job opening has been posted and hopes to have the position filed by July. Ms. Lasky added she will be working part-time to help her replacement get up to speed during the transition process.
