Rohloff, City Manager -- i DATE: June 9, 2011 l RE: Landfill Tipping Fees for Disposal of Contaminated Soil from 2011 Street Paving - Utility Reconstruction Projects / Waste Management Wisconsin During the preliminary design work for the reconstruction of Osceola Street, AECOM was hired to perform and environmental review for contaminated soils within scheduled project limits. The Osceola right of way was identified as an area of concern due to previous industrial activities that occurred in the area. Other smaller areas were also identified. Samples of soils containing contamination were analyzed. The soil samples were determined to contained petroleum, arsenic and other hazardous chemicals. It was determined the contaminated soil, excavated as part of the projects, would need to be disposed of in a landfill. The closest landfill licensed to handle these materials is the Waste Management Landfill located in Berlin, WI. AECOM worked with Waste Management to secure the City a standard tipping fee for all of the contaminated soil of $26.00 per ton. Each contract contains a bid price for hauling this type of material to the landfill. Significantly more material has been encountered during the installation of the underground utilities on Osceola Street than was anticipated. It is anticipated the cost for disposal of contaminated soils from Osceola Street will be approximately $100,000.00. Other projects scheduled for 2011 are not anticipated to have significant areas of contamination. It is estimated that $25,000 will be sufficient for the remainder of the projects. The total estimated disposal cost for the contaminated soils in the 2011 Street Paving - Utility projects is $125,000. Funds for these services are available in the Storm Sewer, Sanitary Sewer and Water Main sections of the CIP.
