RE: Quarry Park Landfill (Knapp Street) Methane Gas Monitoring and Gas System
Maintenance Services
The Department of Public Works has utilized AECOM (former STS Consultants) for various
environmental engineering needs at the Quarry Park Landfill located on Knapp Street since
1979. Additional gas system maintenance and monitoring services need to be completed
through 2011 for an estimated cost of $74,000. The cost for these gas monitoring services will
be allocated to the operating budget (Account 100 - 0470 /Garbage Collection & Disposal).
The new active venting system has been operating at Quarry Park since spring of 2010. Per
AECOM, "At this time there is no measurable amount of methane detected in the monitoring
points." It is anticipated that the Wisconsin Department of Natural Resources will require
approximately two years of active collection of methane gas before considering a reduced
operation or switching to passive collection.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award.

RE: Landfill Tipping Fees for Disposal of Contaminated Soil from 2011 Street Paving - Utility
Reconstruction Projects / Waste Management Wisconsin
During the preliminary design work for the reconstruction of Osceola Street, AECOM was hired to perform
and environmental review for contaminated soils within scheduled project limits. The Osceola right of way
was identified as an area of concern due to previous industrial activities that occurred in the area. Other
smaller areas were also identified. Samples of soils containing contamination were analyzed. The soil
samples were determined to contained petroleum, arsenic and other hazardous chemicals. It was
determined the contaminated soil, excavated as part of the projects, would need to be disposed of in a
landfill. The closest landfill licensed to handle these materials is the Waste Management Landfill located
in Berlin, WI. AECOM worked with Waste Management to secure the City a standard tipping fee for all of
the contaminated soil of $26.00 per ton. Each contract contains a bid price for hauling this type of
material to the landfill.
Significantly more material has been encountered during the installation of the underground utilities on
Osceola Street than was anticipated. It is anticipated the cost for disposal of contaminated soils from
Osceola Street will be approximately $100,000.00. Other projects scheduled for 2011 are not anticipated
to have significant areas of contamination. It is estimated that $25,000 will be sufficient for the remainder
of the projects. The total estimated disposal cost for the contaminated soils in the 2011 Street Paving -
Utility projects is $125,000.
Funds for these services are available in the Storm Sewer, Sanitary Sewer and Water Main sections of
the CIP.
