Determination of Necessity; Establish Fair Market Value; Authorize purchase of 512-514 Grand Street Planning Director Burich and I have reviewed the issues and concerns identified by
the RDA at our May meeting regarding the Near East Neighborhood and the future RDA activities. Mr. Burich has identified the policies for possible acquisition as requested by the RDA
and we will provide maps at the meeting that identify where the city’s projects are located in the neighborhood. Since the proposed site appears to meet these criteria, I recommend that
the RDA approves the Determination of Necessity, Establish a Fair Market Value of $30,600 and authorizes the purchase of property. Award Bid for Marion Road docks to Lunda Construction
of $892,908.00 The City opened bids on the 48 docks planned for the Marion Road section of the riverwalk on May 23, 2011. The bids came in very good for the City. After review of the
bids and alternates, I recommend awarding the bid to Lunda Construction for the Base Bid, Alternate 1 Composite Boards for Dock B, Alternate 4 Composite Boards for Dock A, and construction
of 48 docks in 2011 for a total of $892,908.00. Award bid for pedestrian light poles and Bollards for Marion Road Riverwalk to Viking Electric Supply for $63,893.00. The City opened
bids for the pole lights and bollards for 2 sections of the riverwalk – Marion Road and City Center on June 3, 2011. The City Council is scheduled to award the bid for all the lighting
on June 14, 2011. Staff believes that the RDA should award the bid for the Marion Road section since the project is an RDA funded project. I recommend awarding the bid to Viking Electric
Supply for $63,893.00.
RDA Memo 2 June 15, 2011 meeting Approve Change Order for Radtke Contractors/Marion Riverwalk Project +$151,799.50 Progress on the Marion Riverwalk has been according to plan and under
budget overall. However, there have been a few things that have come up in the field that have triggered the change order. The major change order is for the Head Pier Dock Piles of $99,180.
This work was removed from the dock bid so that the piers could be installed as part of the riverwalk prior to installing the geo-textile grid and riprap, thereby saving time, money
and potential problems with the geo-textile and rip-rap. The Change Order for the abutment and future utility stubs relate to the larger 32 slip dock. One gangway was originally designed,
however further review with citizens suggested adding a 2nd gangway due to the width of the piers. Lastly, the sidewalk addition is for the sidewalk connecting the Marion Road riverwalk
to the WIOWASH Trail. The sidewalk will be built between Mercury Marine and El Azteca. The sidewalk funds are in the 2011 CIP. I recommend approving the Change Order for Radtke Contractors
for $151,799.50. Approve Development Budget and Schedule for Rehabilitation of 851 S. Main Street (former Miles Kimball 4-story White Building) MK-2 LLC, Developer A/K/a Brian Burns.
Mr. Burns has completed his preliminary design needed to develop a project budget and schedule. He has also assembled his financing package for the project. He has provided this documentation
for the RDA’s review. I recommend the RDA approve the Development Budget and Schedule as presented.
