PURPOSE: CHANGE COUNCIL MEETING DATE IN JULY 2011

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH PERTAINING TO REGULAR
COUNCIL MEETINGS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That the regular meeting of the Oshkosh Common Council scheduled
for July 12, 2011, at 6:00 p.m. is rescheduled to July 13, 2011, at 6:00 p.m.
SECTION 2. Publication Notice. Please take notice that the City of Oshkosh
enacted Ordinance 11 -XXX CHANGE COUNCIL MEETING DATE IN JULY 2011 on July
12, 2011 (Changed from July 12 to July 13 The full text of the Ordinance may be
obtained at the Office of the City Clerk, 215 Church Ave. and on the City's website at

Changing of July 12, 2011 Council Meeting (due to Election)
BACKGROUND
Due to the recent filing of the recall petition for the Eighteenth Senate District in the State of Wisconsin,
consisting of parts of Dodge, Fond du Lac and Winnebago County, the Government Accountability
Board (GAB) of the State of Wisconsin has announced that the deadline for filing nominations papers
for the Recall Election will be 5:00 p.m. on Tuesday, June 14, 2011, in the office of the GAB. The
Recall Primary, if necessary, will be held on Tuesday, July 12, 2011, and the Recall Election will be
held on Tuesday, August 9, 2011.
GAB also has informed us that Senators Olsen, Hopper and Kapanke have filed appeals of the Board's
decision to certify the recall in a separate filing in Dane County Circuit Court, which has not yet been
considered by the court. GAB has informed Clerks that it is possible that the election date may be
delayed by that litigation; election officials should proceed to schedule and prepare for the July 12th
election until further notice.
ANALYSIS
The Clerk's Office is working with GAB and the Winnebago County Clerk's Office in preparation of
various procedures for Election Day. Various publications, absentee ballots, assignment of election
inspectors and training, programming and testing of voting equipment will take place prior to Election
Day.
FISCAL IMPACT
The majority of the cost for these elections will be at the County level, such as publications,
programming, cost of ballots and payroll of election inspectors. The Clerk's Office will handle absentee
ballots being mailed out, assigning and training election inspectors, testing voting equipment, trouble
shooting on Election Day, and accumulating election night results.
RECOMMENATION
City Clerk recommends the Common Council change the Council Meeting date from Tuesday, July 12,
2011, to Wednesday, July 13, 2011.
