PURPOSE: APPROVAL OF SPECIAL EVENT / CANADA PROMOTIONS /
UTILIZE SUNNYVIEW EXPOSITION CENTER FOR MEXICAN
RODEO/ JUNE 26, 2011 & AUGUST 14, 2011
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Canada Promotions (Elias Vorgas) to utilize
Sunnyview Exposition Center, on Sunday, June 26, 2011, from 4:00 p.m. to 10:00 p.m.;
and, Sunday, August 14, 2011, from 4:00 p.m. to 10:00 p.m. for their Mexican bull riding,
bands and food (Mexican Rodeo), in accordance with the municipal code and the attached
application, with the following exceptions /conditions:
BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City's actual costs for extraordinary services.

Public Safety Site Plan

The event organizer agrees that it, and not the City, will be solely responsible for all incidents related to the
event. This responsibility of the organizer to the City includes but is not limited to the actions of the event
organizer, its officers, employees, agents, and volunteers, along with event vendors, contractors, subcontractors,
participants, and visitors.
In consideration for the City's approval of the Special Event, Gi Cc-k cb V C�0gq S
the organizer of this event agrees to indemnify and hold harmless the City of Oshkosh, and its officers, council
members, agents, employees, and authorized volunteers, from, for, and against and agrees to defend the same from
and against, any and all suits, claims, grievances, damages, costs, expenses, judgments and/or liabilities, including
costs of defense and reasonable attorneys fees, and further agrees to pay any settlement entered into or on behalf of,
or judgment entered against, the foregoing individuals and/or entities.
The event organizer shall abide by the City's insurance requirements for the event, including the addition of
the City of Oshkosh, and its officers, council members, agents, employees, and authorized volunteers as additional
insured's for the event.
The individual(s) signing this agreement has the authority to enter into this agreement on behalf of the
organizer(s) of the Special Event.

My name is Sgt. Martin Schulteis and I am writing to you on behalf of Bulldog Event
Staffing, L.L.C. I am the ranking officer in charge of law enforcement services for special
events that take place at the 133 acre Washington County Fair Park. I have had the
opportunity to work with Bulldog Event Staffing, and more specifically Bradley Chandler,
for the past several years during the Washington County Fair. The event runs for 6 days
and the estimated attendance for the week is in excess of 100,000 people.
I have found that Bradley Chandler takes great personal pride in his business and works
very well with law enforcement to provide a safe environment for fairgoers and his staff.
Some of Bulldog Event Staffing's dedicated responsibilities such as stage security and
perimeter protection take great pressure off the Sheriff's Department workload and his
efforts are appreciated. Our department would not be able to effectively address all of the
security issues without the assistance of Bulldog Event Staffing.
Bradley Chandler has set high expectations for his employees to remain calm, professional
and unobtrusive throughout the long week. Several of the officers assigned to me at the
special events have mentioned that Bulldog staff are respectful and polite to the citizens
that attend the fair. I have a very open and professional working relationship with Mr.
Chandler and he is always open for discussion of any issues that may come up. I look

Reference letter for Bradley Chandler
I have been a Deputy Sheriff for the Washington County Sheriffs Department for over 18
years. I have worked our County Fair each year of my employment with many different
security firms during that time.
Recently the County Fair Supervisor contracted with Bulldog Security for the week of
our County Fair. The supervisor is Bradley Chandler. I have personally worked with
Bradley Chandler when I have worked stage security the last 3 years. He has always
been professional and has asked what our department needs from him. It is I who asks
him what he needs or expects us to do. He has employees that although may look
intimidating to some of the general public are very nice and not overbearing. Bradley is
always making sure his employees get breaks when needed and water to stay hydrated.
There are times when some people may get outside the designated boundaries and
Bradley or his employees politely go out to them and ask them to move back into the
designated area.
I have not encountered any fights or problems during the time that Bulldog Security or
Bradley Chandler have been manning our Fair. This has not been the case with all the
security we have had in the past.
I for one am happy to have Bradley Chandler in charge of the security at our Fair
Grounds.

Dog Event Security. As Executive Committee Vice Chair and
Liaison to our Emergency Government Committee, I had the
opportunity to work closely with Brad Chandler and his staff.
Bulldog Event Security did an admirable job of working with the
Executive Committee and local law enforcement as they provided
necessary supplemental security prior to, during, and after the 2008
Farm Technology Days show hosted by /in Brown County.
Brad and his employees showed flexibility and willingness to tend to
whatever security tasks were deemed necessary to help keep our
event safe and secure. I might add that communication was a key
component that helped contribute to the success of our event. The
Bulldog Event Security crew did a terrific job attaining and

I had the privilege of working with Mr. Brad ChancRer during the 2003 Form
Technology Days. This event Wought about 30,000 participants to a large farm in
the rural portion of our county. I was tasked as the Incident commander for the
Sheriff's Office,
Mr. Chandler was an active participant in the planning of the Incident ticticn Plan,
attending all of the planning meetings for almost a year befofe the event. During
the event he and his employees were attentive and professional in the execution of
their duties.
During day two of the three glay event we experienced a severe storm wr;ich
caused the evacuation of the grounds. Mr. Chandler and his staff were part of the
successful team effort that moved this mass of people off the grounds (without any
injuries) before the storm struck. The storm damage caused the third day of the
event to be cancelled. Mr. Chandler and his staff adapted and assisted in the
changes that were necessary to make the exit of the vendors run smoothly,
It is my opinion that Mr. Chandler's contributions helped make this event successtul
and safe.
