HomeMy WebLinkAbout11-255JUNE 14, 2011 11 -255 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO AG MECHANICAL FOR EECBG WATER CONSERVATION / PLUMBING IMPROVEMENTS FOR CITY HALL AND THE SAFETY BUILDING ($19,700.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for water conservation / plumbing improvements for City Hall and the Safety Building; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: AG Mechanical P.O. Box 804 Neenah, WI 54957 -0804 Total Bid: $19,700.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, 9 0 3 - 1 3 0 54 City of Oshkosh —0— 903 -1 30 QfHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: June 8, 2011 RE: EECBG Water Conservation/Plumbing Improvements Bid BACKGROUND In 2009 the City of Oshkosh received a $634,100 Energy Efficiency and Conservation Block Grant ( EECBG) from the Department of Energy. In accordance with EECBG guidelines, McKinstry, a nationally recognized energy efficiency firm, was utilized to identify energy efficiency /water conservation opportunities within our municipal buildings and prioritize them by payback to maximize the full grant dollars. Using this prioritized list, in November, 2010 the Council approved bids for lighting, building envelope and direct digital control energy efficiency projects. We anticipate these projects to be fully complete within the next several weeks which will leave an estimated $57,000 for other EECBG projects. Purchasing has also been working with Plumbing Inspections staff to identify various water conservation opportunities as part of this EECBG funding. This process has prioritized 16 bathroom areas within City Hall and the Safety Building that with the installation of low -flow faucets, toilets and urinal flushometers could reduce water usage by a minimum 3 to I ratio. The purpose of this memo is a recommendation of award for these water conservation/plumbing improvements. ANALYSIS Working in conjunction with Plumbing Inspections staff, Purchasing reviewed and prepared bid specifications for water conservation /plumbing improvements within City Hall and the Safety Building. The bids were advertised in the local paper and posted online on NovusVendor. Bids were received on June 3, 2011. The bid tab is attached. Working with Plumbing Inspections staff, Purchasing reviewed the bids and concluded the low bid received from AG Mechanical met the minimum bid specifications. FISCAL IMPACT An estimated $57,000 remains from the EECBG grant. This bid would have a fiscal impact of $19,700, which will be funded through this EECBG grant. These improvements would be charged to account 203-1099-7214-00000. RECOMMENDATION Purchasing recommends the Common Council award the water conservation/plumbing improvements bid to AG Mechanical for $19,700.
