PURPOSE: WAIVE BIDS & PURCHASE VEHICLES FOR FIRE DEPARTMENT
($28,988.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the State of Wisconsin Department of Administration has heretofore
requested bids for government fleet vehicles; and
WHEREAS, section 16.73 authorizes state and local government to cooperate with
each other in purchases of goods or services; and
WHEREAS, section 12- 10(D)(3) of the City of Oshkosh Municipal Code provides
that bids may be waived and purchases made pursuant to contract with any other local,
state or federal governmental agency; and
WHEREAS, purchase of fleet vehicles through the State Bids results in a more
favorable price to the City of Oshkosh and it is therefore necessary to waive bids and
authorize purchase through the State of Wisconsin bids; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following
are the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that said bids are accepted and the proper City officials are authorized and
directed to enter into appropriate agreements for the purpose of same, all according to
plans and specifications on file.
BE IT FURTHER RESOLVED that money for this purpose is appropriated from:

RE: Fire Department Sedans
BACKGROUND
The Fire Department is seeking the purchase of two sedans for their operations. One sedan will
be outfitted with red lights /siren to be used by the Lieutenant in EMS in responding to certain
medical runs. This sedan will carry different pieces of equipment including the Lucas heart
device. EMS grant funding will fund this sedan purchase. The other sedan will replace an older
Ford Crown Victoria used for Fire Inspections. The 2011 Fire Department capital outlay budget
allocated $14,000 for this sedan purchase. Both new sedans will include a full warranty, require
less maintenance and will be much more fuel efficient.
ANALYSIS
Purchasing reviewed State of Wisconsin Department of Administration contracts and determined
Ewald Automotive Group's state contract on the 2012 Ford Focus SE model ($14,494) met the
Fire Department's needs. Section 12 -10 (D) (3) of the Municipal Code provides that materials
purchases, when pursuant to a contract with any local, state or federal governmental unit or
agency, may be approved by the City Manager without the use of formal sealed bids. In
accordance with 12 -10 (D) (3) and with approval from the City Manager, I am hereby submitting
this purchase for your consideration.
FISCAL IMPACT
The total fiscal impact of these two sedans is $28,988 ($14,494 each). The EMS sedan will be
funded from capital outlay of the EMS Fire Grant Fund (account # 235- 0230 - 7210- 00000). The
Inspections sedan was budgeted for $14,000 in the 2011 Fire Department's capital outlay budget
(account # 100 - 0230 - 7210 - 00000). The overage ($494) will be absorbed by the Fire Department
operating budget.
RECOMMENDATION
Purchasing recommends the Common Council approve the purchase of these two sedans from
Ewald Automotive Group under state contract for $28,988.
