The Oshkosh Board of Health Meeting was called to order at 7:35 a.m. on Wednesday,
February 23, 2011, in Room 404 of City Hall by Chairperson Stan Kline.
Chairperson Kline called for approval of the December 15, 2010 Meeting Minutes.
Motion Second Vote
: Kniep; : Panek; : Unanimous.
Kline noted Winnebago County Public Health personnel should be moving into their new
quarters this week. The Winnebago County Public Health Consolidation Study has
progressed with meetings between Baker Tilly representatives and Department
Heads/Health Officers from the four Public Health departments. Baker Tilly
representatives met with a member of the Oshkosh City Council as well as the majority of
the Oshkosh Board of Health members. The meeting with the sanitarians has been
th
rescheduled for March 8 due to the snowstorm on Monday. Meetings between Baker
Tilly and Public Health nurses as well as clerical staff were held Tuesday. The overall
project is expected to take 16 weeks.
Looking forward for public health, 2011 is seen as a transition year with 2012 focusing on
population based activities, though not to the exclusion of required individual activities.
There was discussion and ideas shared on what the future may hold for public health and
the direction it might take.
Ziemer updated the Board on the status of positions within the health department, stating
there soon should be a part-time clerical person to help the nurses, and the lab position
will soon be filled so that Mary Burns will be able to move into her new role as Public
Health Nurse (PHN). The preparedness position will remain vacant through August and
then be addressed as an effort to regionalize preparedness is explored. Ziemer is also
looking to hire a Health Educator.
