PRESENT: Steve Herman, Gary Ross, Jim Kaprelian, Stan Kline, Donald Seybold and Tim Schuster STAFF: Christopher Strong, Transportation Director Jennifer Weigand, Recording Secretary CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Kline moved to accept the April 12, 2011 minutes. Mr. Schuster seconded the motion. Motion carried (6-0). NEW BUSINESS 1. 2010 ACCIDENT ANALYSIS Mr. Strong walked through the 2010 Accident Study, noting the high points. Under the section referring to Accident Trends, he said the number of accidents were higher in 2010 than in 2009; however, part of this is the result of the numerous major construction projects in the City in 2010. In reference to Roundabouts, the trend shows that crashes decrease over time once motorists become accustomed to them. Referring to high crash signalized intersections, one option for Bowen Street & Murdock Avenue would be to switch the amber- red flashing operation to an all-red flashing operation. At Jackson Street & New York Avenue, more accidents and injuries occurred in 2010. However, the construction of the roundabout at Jackson and Murdock might have adversely affected the availability of gaps for left-turning traffic. He would like to look more closely at this intersection at a later date. He believes once the reconstruction of Knapp Street is completed this year, you should see a th drop in accidents at its intersection with 9 Avenue. Mr. Kaprelian questioned the increase in the number of accidents at Oshkosh Avenue and Westfield Street. Mr. Strong believes this a result of traffic pattern changes due to last year’s construction. Under Stop-Controlled Intersections, the majority of crashes at Elmwood/Vinland & Murdock are due to a negative offset configuration. This would be a good location to explore a zero th offset. At Reichow Street & 5 Avenue and Linwood Avenue & Wisconsin Street, flags were added to the signs to further enhance visibility. Mr. Seybold felt if there were equal amounts of traffic at Bowen Street & Murdock Avenue during evening hours, maybe the flashing operation should be changed to a red-red flashing operation. 2 TRA MINUTES Page May 10, 2011 TH 2. A DISCUSSION OF THE INTERSECTION OF KOELLER STREET AND 20 AVENUE. Mr. Strong explained the results of the analysis conducted at this intersection. He suggested no change at this time. Mr. Kline agreed with Mr. Strong’s analysis. 3. NEIGHBORHOOD PARKING ISSUES ON FAIRFAX DRIVE AND PHEASANT CREEK DRIVE. Capt. Kurt Schoeni, Oshkosh Police Department, told the Board that the police had met personally with the resident and they think they have resolved the problem. He said the property’s residents have all the tools to take care of the situation and just needed motivation. They were given some progress dates and a deadline of June 23, 2011. If the problem is not resolved by June 23, 2011, he said the item would be put back on the Board’s agenda. The neighbors had also been notified of the proposed solution.
