RE: Waive Bids for Purchase of Manhole/ Inlet Castings
The Department of Public Works has adopted standards for the manhole and inlet castings to be used
within City maintained Right -of -Way and easements. The standardization of the castings allows for a
limited variety of inlet and manhole castings to be stocked and ensures proper sized items are available
for repair. The Department of Public Works has typically ordered and supplied these castings for City let
contracts to avoid paying contractor markup and sales tax. The City also avoids delays on construction
projects by having stock of the castings available which allows project schedules to adjust for varying field
conditions and also allows for the projects to start earlier. The typical lead time for castings is three
weeks.
The Department of Public works needs approximately $116,653.00 worth of castings to complete the
street construction work scheduled in the 2010 Capital Improvement Program (CIP) and maintain a stock
of castings to accommodate field conditions. Funding for this purchase is included in the projects listed in
the Storm Sewer, Sanitary Sewer, and Water Main Construction Sections of the CIP.
Section 12 -10 (D) (1) of the Municipal Code provides that material purchases, when standardization or
compatibility is the overriding consideration, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10 (E) of the Code, I am hereby submitting this report
regarding this purchase.

RE: Agreement for Engineering Services for 2011 Sanitary Sewer Clearwater Infiltration -
Inflow Reduction Program / Flow Monitoring / McMahon Engineers /Architects
Engineering staff requested a proposal from McMahon of Neenah, WI, for sanitary sewer flow monitoring.
The proposed flow monitoring locations continue in the areas of the City with the highest clear water
inflow and infiltration into the sanitary sewer system. A proposal was requested from McMahon due to
their performing the initial Inflow and Infiltration Study and knowledge of locations needing done.
Engineering staff have reviewed the proposal and costs. The service to be provided is flow monitoring of
sanitary sewer mains at five locations for a period of twelve weeks. The proposed fee is not to exceed
$26,000. Funds for these services are budgeted in the Sanitary Sewer section of the CIP.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal, sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award.

observations. The proposed observation locations continue in the areas of the City with the highest clear
water inflow and infiltration into the sanitary sewer system. A proposal was requested from McMahon due
to their performing the initial Inflow and Infiltration Study and knowledge of locations needing done.
Engineering staff have reviewed the proposal and costs. The service to be provided is observation and
documentation of approximately 1,000 sanitary sewer manholes. The proposed fee is not to exceed
$85,000. Funds for these services are budgeted in the Sanitary Sewer section of the CIP.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal, sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award.
