PURPOSE: AUTHORIZE GRANT APPLICATION TO THE WISCONSIN
DEPARTMENT OF NATURAL RESOURCES FOR TARGETED
RUNOFF MANAGEMENT OR URBAN NONPOINT SOURCE AND
STORM WATER GRANT PROGRAM
INITIATED BY: PUBLIC WORKS DEPARTMENT
WHEREAS, the Wisconsin Department of Natural Resources administers the
Targeted Runoff Management and Urban Nonpoint Source and Storm Water Grant
Programs for planning and implementing storm water management facilities to control
the amount of pollutants that discharge to Waters of the State; and
WHEREAS, the City of Oshkosh has previously received a planning level grant
under this program to complete the City -wide Storm Water Management Plan; and
WHEREAS, additional funding is available under this program.
NOW, THEREFORE, BE IT RESOLVED that the appropriate city officials are
hereby authorized to make a grant application for additional funds from the Targeted
Runoff Management and Urban Nonpoint Source and Storm Water Grant Program to be
used to update the previous study; to comply with additional DNR guidance documents
released since the previous study was completed, and to perform field testing to further
refine the City's pollution reduction.
BE IT FURTHER RESOLVED that the proper City officials are authorized and
directed to execute any and all documents required for purposes of the same, and are
further authorized and directed, if said grants are awarded to accept such funds,
pursuant to the terms of the grand application.

RE: Authorize Grant Application to the Wisconsin Department of Natural Resources for
Targeted Runoff Management or Urban Nonpoint Source and Storm Water Grant
Program
BACKGROUND
The Wisconsin Department of Natural Resources administers the Targeted Runoff Management and
Urban Nonpoint Source and Storm Water Grant programs. These programs offer financial assistance to
local units of government for planning and implementing storm water management facilities to control the
amount of pollutants that discharge to Waters of the State. The City of Oshkosh previously received a
planning level grant under this program to complete the City Wide Storm Water Management Plan.
ANALYSIS
The current planning grant application will allow Oshkosh to:
1) Update the previous study to take advantage of advances in the modeling technology.
2) Comply with additional DNR Guidance Documents released since the previous study was completed
3) Perform field testing to further refine the City's pollution reduction.
These updates are anticipated to show that the City is currently achieving a higher level of control than
the previous study. This will result in long term savings to the City, as fewer pollution control practices will
be required.
FISCAL IMPACT
The approval of this resolution allows staff to submit the grant application, which if awarded, will reduce
the City cost of the project. The project is anticipated to cost $125,000. The grant program reimburses
municipalities 70% of their costs, up to a maximum of $85,000.
RECOMMENDATION
Staff recommends approval of the resolution.
