PURPOSE: AWARD BID TO PACKER CITY INTERNATIONAL FOR TWO (2)
TANDEM AXLE TRUCK CHASSIS WITH EQUIPMENT FOR STREET
DIVISION / $359,540.00
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for two (2)
tandem axle truck chassis with equipment for the Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Street Division Two (2) Tandem Dump Trucks w /Stainless Steel Box,
Slide in V - Box w/Pre - Wet, Plow and Wing
BACKGROUND
The Council approved and allocated $384,000 in the 2011 CIP for two (2) tandem dump trucks
with stainless steel boxes, slide in V -Box with pre -wet systems, plows and wings for the Street
Division. These new units will replace two 1999 Internationals that have logged 103,000 miles
on each unit in addition to suffering major rust damage to their bodies. The new units will
include the latest technology for salting and pre - wetting the streets during the snow season to
minimize the usage of salt. In addition, these trucks can be modified to be used year -round for
Street Division operations.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for these two units. Bid requests were sent to vendors who have received
invitations to bids in previous years. In addition the bids were advertised in the local paper and
posted online on NovusVendor. Bids were received on April 11, 2011. The bid tab is attached.
The Street Division and Purchasing reviewed the bids received and concluded the low bid from
Packer City International met the minimum bid specifications.
FISCAL IMPACT
With trade -in these two units will have a fiscal impact of $359,540. These items were budgeted
in the 2011 CIP major equipment replacement at $384,000. Funding for this item would be
charged to the Street Division CIP account: 323 - 0430 - 7210 - 06114.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Packer City International for
$359,540.
