PURPOSE: AWARD BID TO EWALD'S HARTFORD FORD LINCOLN MERCURY
FOR DUAL WHEEL REGULAR CAB TRUCK WITH DUMP BODY &
BACKPACK FOR WATER DISTRIBUTION DIVISION / $63,391.00
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1) dual
wheel regular cab truck with dump body and back pack for the Water Distribution Division;
and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Water Distribution Dual Wheel Cab Truck with Dump Body & Backpack
BACKGROUND
The Common Council approved and allocated $60,000 in the 2011 CIP for a new dual wheel
regular cab truck with 9' long dump body and backpack for the Water Distribution Division. The
new unit will replace a 1998 Chevrolet C3500 that requires a full body replacement and has
experienced increasing annual maintenance costs. The new truck will have a full warranty and its
body will be manufactured with a material that is more resistant to salt corrosion.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this unit. Bid requests were sent to vendors who have received invitations to
bids in previous years. In addition the bids were advertised in the local paper and posted online
on NovusVendor. Bids were received on April 11, 2011. The bid tab is attached. After
reviewing the bids received, the Street Division and Purchasing concluded the low bid from
Ewald's Hartford Ford Lincoln Mercury bid met the minimum bid specifications.
FISCAL IMPACT
With trade -in this unit will have a fiscal impact of $63,391. This item was budgeted in the 2011
CIP major equipment replacement at $60,000. Although this is $3,391 over the amount budgeted
in the CIP we would recommend having this balance covered by utility reserves.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Ewald's Hartford Ford Lincoln
Mercury for $63,391.
