UPDATE ON FINANCIAL IMPACT OF BUDGET REPAIR BILL
: Over the past two

weeks, Finance Director Peggy Steeno has been working with the League of Wisconsin
Municipalities and other finance directors throughout the state to try to come up with a
standardized financial impact statement due to the State Budget Bill and the Budget Repair Bill.
Much of the methodology that we used to come up with our projected 2012 deficit of ($838,700)
was used. However, another issue surfaced at that time, specifically regarding public safety
maintenance of effort, which changed some of the assumptions that went into the financial impact
analysis. As a result, Ms. Steeno now estimates that our projected shortfall for 2012 will be
($1,062,721). The primary reason for this change is that the amount for police and fire needs to be
adjusted an additional $177,000 because all savings in police and fire must go back to them per
the state's maintenance of effort clause. In addition, there is a change of approximately $28,000
due to a change in the assumption for health insurance premium sharing. Please find enclosed the
revised analysis as prepared by Ms. Steeno, which reflects the standardized version that is being
done throughout the state. At the bottom of Page 2 in that analysis, you will see the reconciliation
of the original shortfall number and the updated one. I would also like to note that League of
Wisconsin Municipalities Director Dan Thompson has identified Oshkosh's analysis as one that is
comprehensive and easily understandable, and he passed this information along to a reporter from
the Milwaukee Journal/Sentinel. Due to that reference, a reporter from the Journal/Sentinel
contacted Ms. Steeno regarding this information, and requested to use Oshkosh's numbers in the
article he is writing for this Sunday's Journal/Sentinel. I wanted Council Members to have this
information before you happen to read it in a version of the Journal/Sentinel. If you have any

POTENTIAL CVS PHARMACY
: Following the informational meeting on March 14, the

developers for the potential CVS Pharmacy have revised a site plan that they would like to present
to neighboring residents before it is submitted to the Plan Commission for review. I am enclosing

the notice for that meeting, which will be held on Thursday, April 7, at 6:00 p.m., in Room 406
of City Hall. This notice is being sent to all affected property owners so that they are able to
review what is being proposed, receive answers to any questions they may have, and share their
comments and concerns. If you have any questions concerning this meeting, please contact
Community Development Director Davis.

MEETING WITH ATC ESTABLISHED

Mill has been set for Thursday, April 7, at 6:00 p.m., in Room 404 of City Hall. Several ATC
representatives will be present to explain their project and answer the questions of the River Mill
residents. Dave Patek and I will be facilitating this meeting.
