Fair Market Value; Authorize purchase of 131 W. 6th Ave. The owner of the property at 131 W. 6th approached the City regarding possible purchase of the property upon her moving to a
senior housing facility. The proposed purchase price is $50,000. The assessed value of the house is $76,000. Since the owner approached the City, there would be no relocation costs,
nor requirement for appraisals. As indicated by the attached photos and the attached information, the owner's offer appears to be a good offer for the City. I recommend that the RDA
approves the Determination of Necessity, Establish a Fair Market Value of $50,000 and authorizes the purchase of 131 W. 6th Ave. Possible Future Acquisitions in the Southshore Redevelopment
Area There are two properties that are owned by a bank in the Southshore Redevelopment Area and and the City was approached regarding the possible sale of the 2 properties to the City.
125 W. 6th is a duplex that contains one tenant. 127W. 6th is vacant. The two properties have been offered to the City for $35,000 and $45,000 respectively. The combination of the 125,
127 and 131 W. 6th could create a parcel ofland that could be redeveloped. If the parcels remained individually, the redevelopment of the parcels wo~ld be much less likely to occur.
Status of creating an Advisory Committee to Develop an Implementation Plan for the South Shore Redevelopment Area. Chairman Belter and I have discussed possible committee members representing
developers, real estate agents, property owners, financial experts and others that could serve on the Committee and help the RDA. The current list of invitees includes: • Tom Belter

• Brian Bums • Bradford Lasky • Andy Dumke • Kurt Koeppler • Mike Dempsey • Jeff Keierlebcr JE;! Terry Eisch ••Tom McDermott The City has a number of plans for the south shore. The Plans
include: 1. Southshore Redevelopment Plan, 2003 2. Southshore Redevelopment District Conceptual Land Use Plan, 2004 3. TlF District Plan #20, 2005 4. Fox River Corridor Riverwalk Plan,
2006 5. Capital Improvement Program 2011 -2015 The purpose of the Committee is to answer the following questions: Do these plans make sense for the surrounding private properties? What
criteria should the City/RDA use when deciding to acquire Southshore property? Will plan implementation spur the private development envisioned? What change in the plans is needed to
spur private development? I expect the committee to meet 1 or 2 times in April/May to discuss these issues and any other issues that may arise.
