Special Meeting Redevelopment Authority of the City of Oshkosh Minutes October 4, 2010 PRESENT: Deb Allison-Aasby, John Bermingham, Paul Esslinger, Ben Schneider, Archie Starn Thomas
Belter EXCUSED: Steve Hintz STAFF: Allen Davis, Director of Community Development; Darlene Brandt, Recording Secretary Chairman Belter called the meeting to order at 4:00 pm. Roll call
was taken and a quorum declared present. The minutes of August 23, 2010 were approved as distributed (Bermingham/Starn). Res. 10-19 Award Partial Bid to Radtke Contractors for Marion
Road Riverwalk Improvements, East Leg Mr. Davis stated the Common Council approved funding to complete the east leg of the Marion Road riverwalk project -that portion adjacent to The
Rivers elderly housing project. The RDA is being asked to approve Alternates 2 and 3 in the amount of $745,440.90 for this East Leg of the riverwalk. Mr. Davis noted that Council will
be asked to approve the balance ofthe funding for the riverwalk and the docks as part ofthe 2011 Capital Capital Improvement Program. Mr. Bermingham inquired if any of the docks wil1
be leased? Mr. Davis replied no. The RDA has been awarded a $325,000 Waterways Commission grant for the docks and a condition of the grant is that the docks must be transient for life.
Oshkosh River Development had been contacted and indicated they could not see the benefit of paying for construction of any of the docks when the housing project is for the elderly on
fixed incomes. Mr. Esslinger inquired as to the cost of the docks? Mr. Davis replied approximately $1.4 million. He noted the docks will benefit the entire community by drawing boaters
to the downtown area. Mr. Belter inquired if the RDA had to accept the grant? Mr. Davis did not believe it would be in the RDA's best interest to refuse a grant that wil1 offset construction
costs. Also, the City is interested in applying for additional funds from the Waterways Commission for the City Center area. Utilizing the Marion Road grant funds could give the City
an advantage in obtaining additional grant funds. The City also applied for a DOT Transportation Enhancement grant for the docks and riverwalk at City Center. The DOT grants will be
awarded later this year. Motion by Bermingham to move Res. 10-19. Seconded by Stam. Motion carried 6-0. 10/4112010 RDA Minutes
Res. 10-20 Approve Submittal of Department of Natural Resources Site Assessment Grant /137 North Campbell Road Motion by Esslinger to move Res. 10-20. Seconded by Stam. Carried 6-0.
Res. 10-21 Approve Change Order #1 /Tom VanHandel Corporation /Demolition, 669 Jefferson Street Motion by Esslinger to move Res. 10-21. Seconded by Bermingham. Motion carried 6-0. Res.
10-22 Approve Change Order #1 /Radtke Contractors -MarionlPearl Redevelopment Area Parcel H Development Mr. Davis noted this $98,908 change order increase is due to actual site conditions
encountered during site improvement work and construction. Mr. Paul Timm, AECOM Environmental, stated the additional project costs are covered by the various grants, the developer and
the RDA. Motion by Esslinger to move Res. 10-22. Seconded by Stam. Motion carried 6-0. Executive Director Announcements/StatementslDiscussion Mr. Davis noted that professional service
agreements had been entered into with AECOM Environmental to prepare geotechnical report for the riverwalk at City Center and to assist with preparation of the DNR Site Assessment Grant
for the Campbell Road property. The RDA has been awarded a $200,000 EPA cleanup grant for 1 E. 8th Avenue. Demolition of the building should commence this winter. Next spring the RDA
will request proposals for the site cleanup work. Mr. Davis noted funding has been requested in the 2011 and 2012 Capital Improvement Programs for the following projects: riverwalk and
dock improvements -Marion Road and City Center; 9th Avenue extension to Pioneer Drive; funds for possible land acquisitions in South Shore Redevelopment Area; South Shore/Steiger Park
improvements/riverwalk; and South Shore/Jeld Wen area riverwalk improvements. There being no further business, the meeting adjourned at approximately 4:41 pm (Esslinger/Bermingham).

was taken and a quorum declared present. Res. 10-23 Award Partial Bid to Radtke Contractors for Marion Road Riverwalk Improvements, East Leg Hardscape /Alternate 4 Mr. Davis stated Council
aIlocated funds in the 2011 Capital Improvement Program to complete the paving, utilities and landscaping on the east leg of the Marion Road riverwalk project -from Jackson Street to
The Rivers elderly housing project. The RDA is being asked to approve Alternate 4 in the amount of $522,228.30 for the East Leg of the riverwalk. This approval will allow the entire
Marion Road riverwalk to be constructed. Mr. Hintz stated he was pleased that the contractor, Radtke Contractors, was willing to work with the RDA and extend their bid from earlier this
year. This cooperative effort saved the RDA time and dollars in not having to rebid the project. Motion by Hintz to move Res. 10-23. Seconded by Starn. Motion carried 5-0. PRESENTATION:
Redevelopment Marketing Efforts -Rob Kleman, Executive Director, Oshkosh Area Economic Development Corporation Mr. Kleman gave a Powerpoint presentation illustrating the commercial development
opportunities in the City, including redevelopment areas, noting this is the same presentation that is shown to prospective developers. Mr. Kleman also distributed a handout (on file
at the Community Development office) on OAEDC's marketing activities. Mr. Hintz inquired what are OAEDC's biggest successes in bringing business to Oshkosh? Mr. Kleman stated that is
hard to answer. It depends on what a client is looking for, but telemarketing is very useful. The business retention program is very useful and needs to be continued. Need to be proactive
and promote the community. EXECUTIVE DIRECTOR ANNOUNCEMENTS/ST ATEMENTSIDISCUSSION Mr. Davis gave a brief update on the status of several properties within the South Shore Redevelopment
Area, noting the RDA may need to purchase property in the future. 12/20/2010 RDA Minutes
Mr. Davis reiterated that Council had approved funds in the 2011 Capital Improvement Program (CIP) to complete the Marion Road riverwalk, half the Marion Road docks, and funds to start
work on the City Center riverwalk and docks. Mr. Davis noted he has programmed 2012 CIP funds to complete the Marion Road docks, complete the City Center area improvements, construct
both the Steiger Park and Jeld-Wen area riverwalks, and preliminary design work on the reconstruction of W. 9th Avenue, east of Main Street, to extend east to cross the railroad tracks
at Pioneer Drive. He also noted some future potential projects for 2013, 2014 and 2015. Mr. Davis noted there are several approved plans for the South Shore Redevelopment Area, most
being 5+ years old. A lot has changed over the years and it may be a good idea to revisit these plans. What is the RDA's thoughts on creating an Advisory Committee comprised of property
owners, business owners, developers and staff to provide input to the RDA on implementing and/or updating these plans? It was the consensus to proceed with an Advisory Committee. There

'~ REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH, WISCONSIN MARCH 16, 2011 11-01 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN _ PURPOSE: DETERMINATION OF NECESSITY; ESTABLISH FAIR MARKET
VALUE; AUTHORIZE PURCHASE -131 WEST 6TH AVENUE I SOUTH SHORE REDEVELOPMENT AREA WHEREAS, the Redevelopment Authority previously approved the South Shore Redevelopment Area, as amended;
and WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property within the boundaries of said Redevelopment Area to assist in the elimination and
prevention of blighting influences and promote urban renewal; and WHEREAS, the property and interest to be acquired includes land and buildings, if any, exclusive of equipment and fixtures
both movable and immovable, and is described as: 131 West 6th Avenue; June Plante Lot 4, Block 5, Plat of Original 3rd Ward, 3rd Ward, City of Oshkosh, Winnebago County, Wisconsin. (tax
#903-0014-0000) NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of of Oshkosh that the Authority certifies that in order for said purpose to be accomplished,
it is necessary for the property described above to be acquired. It is further determined by the Authority that acquisition of said property is hereby determined necessary pursuant to
the provisions of Chapters 32 and 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the value of the property to be acquired, as described above, is hereby established at FIFTY
THOUSAND AND NO/100 ($50,000.00). Money for this purpose is hereby appropriated from City South Shore Capital Improvement Funds. BE IT FURTHER RESOLVED that the proper Redevelopment
Authority officials are authorized and directed to purchase said property and execute all documents necessary to consummate this transaction.
