HomeMy WebLinkAbout11-123MARCH 22, 2011 11 -123 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AMEND SPECIAL ASSESSMENT POLICY RELATIVE TO STORM SEWER LATERAL INSTALLATION INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the following amendment to the Policy for Special Assessments is approved: Page 8, Section V Storm Sewers /Section D — Storm Sewer Laterals /Item 1: ('.raata 1. For storm sewers installed in streets, which necessitate the installation of lateral connections to the right -of -way line, the cost of the lateral shall be determined and shall be assessed at 100% of the estimated cost. If the storm sewer is not located in the center of the right -of -way, the lateral costs for each side shall be equalized so each side pays the same amount as if the storm sewer main were at the centerline of the right -of -way. Patek, Director of Public Works DATE: March 17, 2011 RE: Amend Special Assessment Policy Relative to Storm Sewer Lateral Installation BACKGROUND Currently, the "Policy for Special Assessments" addresses construction of sanitary sewer laterals and water main laterals. In the Storm Sewer section of the policy, assessments are only designated "for the specific purpose of providing storm sewer connections for clear water sump pumps from buildings..." ANALYSIS The proposed revision will create a description of the assessment process for storm sewer laterals. This description for a storm sewer lateral assessment will be identical to the current wording for sanitary sewer laterals and water main laterals. Examples of storm sewer lateral installations would be a roof drain or a parking lot drain. FISCAL IMPACT A property owner would be assessed for 100% of the cost of a new storm sewer lateral required for a roof drain or parking lot drain connection. The $300 assessment for a storm sewer connection of a sump pump would not change. The assessment policy would also equalize assessment costs to storm sewers that are not located in the center of the street. This language is consistent with the requirements for sanitary laterals and water main laterals. RECOMMENDATIONS I recommend approval of the proposed amendment to the Special Assessment Policy.
