PURPOSE: AWARD BID TO L &S TRUCK CENTER 4WD PICKUP TRUCK
WITH PLOW FOR FIRE DEPARTMENT ($34,286.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised forbids for one (1) 4WD
pickup truck with plow for the Fire Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Bid — Ford 350 4WD Regular Cab
Olson Body and Plow $34,286.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Fire Department 4WD Pickup Truck with Plow
BACKGROUND
The Common Council approved and allocated $35,000 in the 2011 CIP to purchase a 4WD
pickup truck with snow plow for the Fire Department. This new truck will replace a 1992
ambulance chassis that was implemented with a utility /tool storage body of the same age.
Unfortunately the current truck is out of service due to major mechanical problems of which the
repair costs exceed the value of the unit. This new vehicle will carry tools and repairs parts used
by the Fire Department mechanic to service vehicles in fire stations and to address equipment
problems on site during responses. The snow plow on this truck will improve snow removal
efficiency for Fire Department operations.
ANALYSIS
Working in conjunction with the Street Division and the Fire Department, Purchasing reviewed
and prepared proposals seeking vendors for this unit. Bid requests were sent to vendors who have
received invitations to bids in previous years. In addition, the bids were advertised in the local
paper and posted online on NovusVendor. Bids were received March 9, 2011. The bid tabulation
is attached. From reviewing the truck chassis and body option bids, it was the consensus of Fire,
Streets and Purchasing staff that the low bid from L & S Truck Center for the Ford F350 4WD
Regular Cab Pickup with the Olson body and plow met the minimum bid specifications.
FISCAL IMPACT
The net fiscal impact of this unit is $34,286. This item was budgeted in the 2011 CIP major
equipment replacement at $35,000. Funding for this item would be charged to CIP account: 323-
0230- 7210- 06102.
RECOMMENDATION
Purchasing recommends the Common Council award the bid to L & S Truck Center for $34,286.
