HomeMy WebLinkAboutBoard of Zoning Appeals (minutes) - 11/24/1999 Board of Appeals Minutes Page 3 November 24, 1999 V: 600 MERRITT AVENUE HGM Architecture, applicant, Oshkosh Housing Authority, owner, requests variances to reorient a parking lot with a 3'6" setback and construct a 32' x 24' accessory structure with a 10' setback; whereas Section 30- 35(B)(1)(c) requires a 19'3" side yard transitional setback. Mr. Ron Hansche, HGM Architecture, and Brad Masterson, Executive Director of the Oshkosh Housing Authority, appeared to answer questions. Mr. Hansche stated an existing 4 ft. fence on the rear of the property could be removed or left. We do not want a drive thru situation between Boyd St. and Monroe Street. It is proposed to also change the traffic flow direction so as not to affect adjacent neighbors. The Housing Authority needs a structure to store lawn maintenance items and to work on minor equipment. The lot would also be repaved. This proposed project would improve the overall site. Mr. Masterson stated he did not see why a 6 ft. fence would be needed which would destroy a lot of the existing landscaping on the lot, as well as the neighbors landscaping. Mr. Krueger inquired as to what type of screening is being considered versus a fence? Mr. Masterson stated there are existing arborvitae. Mr. Hansche stated as an architect, he would not recommend landscaping because this area is shaded and has poor drainage. Mr. Krueger inquired if the storage would be inside or if outside storage was being considered? Mr. Masterson replied all inside storage. Mr. Krueger stated he did not have a problem not installing a fence as long as appropriate landscaping was undertaken. He would like to see a landscape plan approved by the Dept. of Community Development. Motion by Roehling to move approval of the variance as requested with the condition that a landscape plan be submitted to, and approved by, the Dept. of Community Development. Seconded by Dahl. Motion carried 4 -0. Regarding the findings of fact, Mr. Roehlig did not feel the proposal would have an adverse impact on the adjacent neighbors and the proposed landscaping will improve the site. VI: 1332 MONROE STREET HGM Architecture, applicant, Oshkosh Housing Authority, owner, requests variances to reconstruct a parking lot with 5' setbacks; whereas Section 30- 35(B)(1)(c) requires 19'3" side yard transitional setbacks. Mr. Ron Hansche, HGM Architecture, and Mr. Brad Masterson, Executive Director of the Oshkosh Housing Authority, appeared to answer questions. Mr. Hansche stated the parking is primarily for staff, as residents do not drive. Handicap pick up is usually off Monroe Street. • Board of Appeals Minutes Page 4 November 24, 1999 Motion by Krueger to move approval of the variance as requested with the condition that a landscape plan be submitted to, and approved by, the Dept. of Community Development. Seconded by Schorse. Motion carried 4 -0. Regarding the findings of fact, Mr. Roehling felt the proposal would not have an adverse impact on the neighborhood and would benefit the area. VII: 375 N. EAGLE STREET Oshkosh Area School District, owner /applicant, is requesting a variance to have a second identification sign that will be 96 sq. ft. in size, to be placed on the north wall at Oshkosh West High School to identify the auditorium; whereas Section 30- 37(F)(1)(a) allows one identification sign not to exceed 50 sq. ft. in size. Mr. Mark Simon, Jones Sign Co., stated the proposed sign will be letters that are in conformance with the existing building and would benefit the community. The donor believes and supports education in Oshkosh. The sign would be interior lit. Mr. Todd Gray, Oshkosh Area School District, stated the sign would be adjacent to the lighted parking lot and would not increase lighting any more in this area. Motion by Roehlig to move approval of the variance as requested. Seconded by Dahl. Motion carried 4 -0. Regarding the findings of fact, Mr. Roehlig felt the sign would not have any adverse impact on the neighborhood. VIII. 102 MERRITT AVENUE Fox Valley Asphalt, applicant, Father Carr, owner, requests variances to construct a parking lot with 0 ft. setbacks; whereas Section 30- 35(B)(1)(c) requires a 19'3" transitional yard setback along the north property line and a 25' transitional yard setback along the east property line and Section 30- 35(I)(1) requires a 3 ''A ft. green area between the parking lot and public streets. Mr. Dennis Brennan, representing Father Carr, stated the parking lot is small and any green area would make it smaller yet. There is no on street parking on Jefferson Street. There is an existing chain link fence on the east side with screening strips in it. Mr. Schorse inquired why the asphalt needed to be removed? Mr. Brennan stated the asphalt is breaking up and there is an existing gravel area that is also proposed to be paved. Mr. Krueger inquired if a parking plan has been prepared showing the 3 'A ft. green space area? Mr. Brennan replied no. Mr. Roehlig stated the 3 'h ft. would keep car bumpers from hanging over the sidewalk.
