TRAFFIC REVIEW ADVISORY BOARD MINUTES
MARCH 8, 2011
4:00 P.M.
PRESENT: Steve Herman, Gary, Ross, Jim Kaprelian, Donald Seybold and Tim Schuster
ABSENT: Stan Kline and Dennis Rumlow
STAFF: Christopher Strong, Transportation Director
CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Schuster moved to accept the February 8, 2011 minutes. Mr. Kaprelian seconded the motion. Motion carried (5-0).
NEW BUSINESS
A REQUEST FOR 4-HOUR PARKING ON BOTH SIDES OF FAIRFAX DRIVE FROM PHEASANT CREEK DRIVE TO 110 FEET EAST OF PHEASANT CREEK DRIVE. (CURRENT CONDITION: UNRESTRICTED PARKING.)
Mr. Don Wolf, 1150 Pheasant Creek Drive, told the Board that one property owner, who lives on Pheasant Creek Drive, parks three vehicles in this area 24 hours a day. The owner keeps
moving the vehicles from one side of the road to the other. Mr. Wolf felt it is a safety issue because the snow plows have to plow around the vehicles, resulting in one lane of traffic.
Mr. Mark Budde, 1204 Fairfax Drive, reiterated Mr. Wolf’s feelings. He noted that with the curve and the number of parked cars on the street, it becomes a safety problem. He would
recommend extending the proposed restriction to around the corner.
Ms. Shannon Bokowski, 1208 Fairfax Drive, said her property abuts the curve and noted the street cannot be plowed properly because of parked vehicles all the way to the corner.
Mr. Ross suggested extending the restriction around the curve. Mr. Kaprelian agreed with Mr. Ross. It was noted that this should be laid over to a future meeting if the limits of the
proposed restriction are changed, so that the affected property owners could be notified.
Mr. Ross asked if the Police Department could talk to the offender and possibly resolve the issue. Mr. Schuster felt this would be a win-win solution for everybody. Mr. Herman said
his first choice would be mediation and then look at other alternatives.
Mr. Schuster pointed out the street is not to be used as a personal parking lot. It should be used for short-term parking.
Mr. Strong indicated that this proposal would still allow overnight parking. He suggested that eliminating parking on one side of the road would prohibit overnight parking, which may
work better in addressing some of the neighbors’ concerns.
Mr. Herman moved to table the request. Mr. Kaprelian seconded the motion. Motion carried (5-0).

Mr. Kaprelian moved to accept the request. Mr. Herman seconded the motion. Motion lost (0-5).
A REQUEST FOR GROVE STREET TO STOP AT ITS INTERSECTION WITH NEVADA AVENUE. (CURRENT CONDITION: YIELD SIGN.)
Mr. Kaprelian moved to accept the request. Mr. Schuster seconded the motion. Motion lost (0-5).
A REQUEST FOR OAK STREET TO STOP AT ITS INTERSECTION WITH NEVADA AVENUE. (CURRENT CONDITION: YIELD SIGN.)
Mr. Kaprelian moved to accept the request. Mr. Herman seconded the motion. Motion lost (0-5).
5. A REQUEST FOR UNRESTRICTED PARKING ON THE NORTH SIDE OF CHURCH AVENUE, FROM 130 FEET EAST OF FRANKLIN STREET TO 150 FEET EAST OF FRANKLIN STREET. (CURRENT CONDITION: HANDICAPPED
PARKING.)
Mr. Strong noted Christ Lutheran Church had been notified that if they wished to keep the on-street accessible parking space, it would result in an increased assessment when the street
is reconstructed this year. He did not receive a response from the church, which he believes indicates that they are supportive of this request.
Mr. Schuster moved to accept the request. Mr. Kaprelian seconded the motion. Motion carried (5-0).
STAFF STATEMENTS
6. REVIEW OF OREGON STREET COMMERCIAL DISTRICT PARKING RESTRICTIONS.
Mr. Strong presented his findings from his review.
Mr. Kaprelian felt the Board had done a good job in meeting the needs of everyone.
Mr. Herman noted no requests have come before the Board since 2008 and he sees no reason to make any changes at this time. Mr. Schuster agreed with Mr. Herman.
7. TRAFFIC IMPACTS OF 9TH AVENUE CONSTRUCTION
Mr. Strong said things are working very well. Mr. Ross suggested increasing the time for the southbound left turn arrow on Washburn Street at 20th Avenue.
Mr. Kaprelian said he had received a complaint about the little amount of lighting at the intersection of 9th Avenue and Koeller Street, making it difficult for motorists to maneuver
around the barrels.
8. BICYCLE/PEDESTRIAN PLAN UPDATE
Mr. Strong informed the Board that the update is close to being complete. The Board will have the opportunity to review the plan prior to adoption.
9. 2011 STATE OF THE CITY
Mr. Strong invited all Board members to attend this presentation at the Oshkosh Convention Center on Monday, March 21, 2011 at 6:00 p.m.
