RE: WAIVE BIDS FOR PURCHASE OF POLICE VEHICLES
In the 2011 operating budget the Common Council approved allocation of $212,000 for the
purchase of eight patrol vehicles for the Police Department. This $212,000 includes the costs for
the vehicles in addition to equipment, graphics and labor necessary to equip and prepare each
vehicle.
The Police Department would like to order seven 2011 Crown Victorias as these models
accommodate their equipment needs and parts and equipment are still available. The Crown
V ictorias are being discontinued after the 2011 model year. The order deadline for the 2011
models is March 1, 2011. The Police Department is also seeking one 2011 Ford Taurus.
Ewald's Auto Group holds the State of Wisconsin Department of Administration contract for
police vehicles. The state contract price for the eight vehicles noted above is $153,111. Funding
for this purchase is included in the 2011 Police Department operating budget. Remaining funds
in the allocated vehicle budget will cover the equipment, graphics and labor necessary to
complete each vehicle.
Section 12 -10 (D) (3) of the Municipal Code provides that material purchases, when pursuant to a
contract with any other local, state or federal governmental unit or agency, may be approved by
the City Manager without the use of formal, sealed bids. In accordance with 12 -10 (D) (3) of the
Code, I am hereby submitting this report regarding this purchase.

RE: Engineering Services Agreement Amendment –
Storm Sewer Design Related to the Tipler Area Detention Basin – Strand
Associates (Strand)
In April, 2009, a contract was awarded to Strand to conduct design services for the Tipler Area
Detention Basin, and the storm sewer upgrades from Koeller Street to the Tipler Area Detention
Basin. This contract was previously amended in August and September of 2009. Through the
course of performing these services, the scope of the project was revised to include a new
alignment and re -write the specifications to meet the City's 2011 Standard Specifications.
The amount of this contract amendment is $39,270. This will raise the total contract amount not
to exceed $170,520. Funding for these services is available in the Storm Water Utility.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award.

RE: Engineering Services Agreement Amendment —
Westfield Street Bridge — Strand Associates (Strand)
In November, 2010, a contract was awarded to Strand to conduct design services for the
Westfield Street Bridge over Sawyer Creek. Through the course of performing these services,
the scope of the project was revised to include additional Flood Plain Mapping and modeling
work required by the Federal Emergency Management Agency (FEMA).
The additional work required by FEMA included: conducting a field survey of all bridges in the
FEMA Flood Plain Mapping model, updating FEMA's model to include the survey information on
the bridges, and remapping the flood plain based upon the required model updates. The amount
of this contract amendment is $65,000. This will raise the total contract amount not to exceed
$180,000. The original contract was funded partially by the Storm Water Utility and partially by
the Street Improvements portion of the Capital Improvements Program. The work associated
with this contract amendment is strictly related to the Storm Water Utility portion of the project,
and is being funded by the Storm Water Utility. Funding for these services is available in the
Storm Water Utility.
